Sending feedback to the Ho Chi Minh City Social Insurance, a representative of Van Huy Trading Company Limited (District 5, Ho Chi Minh City) raised the issue of inequality when employees enjoy health insurance benefits.
According to this company, with current regulations, some employees have to pay health insurance based on low salaries and some employees have to pay health insurance based on very high salaries. However, when employees go to see a doctor for health insurance treatment, their benefits are still the same.
The business representative said: "This is unreasonable and disadvantageous for those who have to pay health insurance with high salaries. We request that this issue be reconsidered."

The basis for Van Huy Company's reflection as above is that according to current regulations, employees working in the official labor market, having signed labor contracts, participating in compulsory social insurance will pay health insurance according to the monthly salary used as the basis for paying social insurance.
The health insurance contribution rate for this group is 4.5% of the monthly salary used as the basis for social insurance contribution; of which, the employer contributes 3% and the employee contributes 1.5%.
Therefore, the health insurance premium for this group depends on the monthly salary used as the basis for social insurance premium payment. Those with high salaries pay high premiums, those with low salaries pay low premiums.
According to Ho Chi Minh City Social Insurance, Clause 1, Article 1 of the Law amending and supplementing a number of articles of the Law on Health Insurance stipulates: "Health insurance is a form of compulsory insurance applied to subjects as prescribed by this Law for health care, not for profit purposes, organized and implemented by the State".
The principle of health insurance is "ensuring risk sharing among health insurance participants" as stipulated in Clause 1, Article 3 of the Law on Health Insurance.
Thus, the principle of health insurance is "sharing" and not "pay - receive" like social insurance.
Therefore, Ho Chi Minh City Social Insurance requests that the responsible unit disseminate information to all employees so that they know and properly implement the regulations of health insurance law.
In fact, not only are there different payment amounts within the group of employees paying health insurance based on their salary, but there are also different payment amounts between different groups paying health insurance.
Currently, the group participating in voluntary health insurance by household has a monthly contribution of only 4.5% of the basic salary (1,800,000 VND/month). In the same household with many people participating in voluntary health insurance, the contribution of the following people is even lower.
In addition, there are many groups of households that receive 70%-100% support from the State for health insurance premiums.
Students must participate in student health insurance with a contribution rate of 4.5% of the basic salary (1,800,000 VND/month) and the state budget supports 30% of the amount to be paid.
