Hope for change for the poor

In Lung Vai commune - one of the leading localities of Muong Khuong district, the construction atmosphere is taking place urgently. With the drastic participation of the Party Committee, the government, and the joint efforts of the people, solid houses are gradually appearing, opening up hope for change for hundreds of families.

People exchanged labor to help Mr. Hoang The Sang's family in Ta San village complete their house.

Taking advantage of the favorable weather, the family of Mr. Hoang The Sang in Ta San village rushed to complete the plastering. As a poor household without a stable income, building a house used to be a distant dream. With a support fund of 60 million VND from the program to eliminate temporary and dilapidated houses, he borrowed capital from the Social Policy Bank to build a solid house with an area of 60 square meters. Looking at the spacious house that was gradually being completed, Mr. Sang happily said that with a stable place to live, his family no longer had to worry every time there was a storm. He and his wife also had more confidence and motivation to escape poverty.

Along with Mr. Sang's family, thanks to the support from the program to eliminate temporary and dilapidated houses, hundreds of households in Lung Vai commune have built solid houses. As of early June 2025, the commune has started construction on all 136 houses as planned, of which 40 have been completed. More than 7 billion VND has been disbursed to implement the program, 103/136 households have received preferential loans of 50 million VND/household with no interest for 5 years from the Social Policy Bank. The commune's goal is to complete 100% of the houses before June 20.

Finishing temporary housing before June 30

Similarly, in La Pan Tan commune - one of the communes in the process of preparing for merger, the temporary housing elimination program is still being implemented urgently and synchronously. Despite the large workload, commune officials still stick to the grassroots level, accompanying the people from the screening stage to supporting construction. In 2025, the whole commune will have 300 poor and near-poor households eligible for support to build or repair houses. To ensure the set progress, the Commune Steering Committee proactively classifies and evaluates the response capacity of each household to have appropriate support plans. In addition to financial support from the program, the Front and mass organizations also mobilize the community to contribute working days and materials, helping families reduce costs and soon stabilize their housing. All houses built and repaired meet technical standards, ensuring a minimum durability of 20 years for newly built houses and 10 years for repaired houses. According to plan, the entire work of removing temporary houses in La Pan Tan commune will be completed before June 30.

According to information from Muong Khuong District Party Secretary Giang Seo Van, as of early June, the district has provided housing support to more than 3,500 households with a total disbursed budget of over 60 billion VND.

On average, the district starts building about 200 new houses each week for poor, near-poor, and policy families. In addition to funding from the program to eliminate temporary and dilapidated houses, the district has supported 994 tons of cement for 497 households in 12 communes. Along with that, the district's Social Policy Bank has also disbursed preferential loans to more than 1,200 households, helping them have more conditions to complete their houses.

Mr. Giang Seo Van affirmed that although there are still many difficulties, with the highest determination and synchronous participation from the Party Committee, government and people, the goal of eliminating temporary houses in Muong Khuong will certainly be reached on time.

Before the merger, all households whose temporary houses are to be removed will be moved to new, spacious and safe accommodation. In addition to housing support, the district government will continue to ensure full policies and regimes for poor households, policy families, and vulnerable people in society, and will not let the merger process affect the rights of the people.
