On the afternoon of July 23, speaking with VietNamNet reporters, the leader of the Hai Phong City People's Committee said that Pham Huy Hung - a male student who was asked to withdraw his application after enrolling in a specialized Russian class at Tran Phu High School for the Gifted, was accepted back to study at the school.
This decision was made after the Department of Education and Training of Hai Phong City reported to the Ministry of Education and Training and received approval to increase class size.
According to the explanation from the Department of Education and Training, in the 10th grade entrance exam for the 2025-2026 school year, the second round of admission scores for the Russian language class at Tran Phu High School for the Gifted was 34.95 points, with a total of 35 candidates admitted. Pham Huy Hung achieved exactly this score and has completed the admission procedures.
However, during the process of reviewing the records, the Admissions Council discovered that a candidate who scored 35.05 points was omitted due to an "unexpected technical problem".

This candidate had previously passed the entrance exam to another public school but did not enroll. To ensure fairness and the rights of candidates, the Department decided to adjust the standard score to 35.05 points, meaning Hung did not meet the admission requirements according to the new score.
On July 17, Hung’s family unexpectedly received a notice from the school requesting them to withdraw their application, citing a “mistake” in the admission process. Hung had previously completed all admission procedures after receiving the admission notice.
Hai Phong City leaders assessed the incident as "the fault of adults and the admissions software, not the fault of students", and emphasized the need for a humane solution.
After reporting the incident to the City People's Committee and the Ministry of Education and Training, the Department of Education and Training was approved to propose increasing the number of students in the Russian specialized class from 35 to 36 students to accept both candidates.
Hai Phong City leaders said that current regulations (according to Circular 05/2023 of the Ministry of Education and Training) limit the number of students in specialized classes to no more than 35. However, the purpose of this regulation is to limit negativity and ensure quality, not to hinder students' legitimate right to study.
"In this case, the additional recruitment option is the most reasonable, ensuring the rights of both students, while demonstrating flexibility and humanity in the recruitment process," a representative of Hai Phong City's leadership affirmed.
