Hanoi Department of Education and Training speaks out about male student forced to kneel and lick license plate

On the evening of October 20, the Hanoi Department of Education and Training sent a document to the People's Committees of Soc Son and Kim Anh communes requesting that relevant units be directed to strictly handle violations and school violence (if any) and report the results to the Department.

According to this Department, Minh Phu High School and Soc Son Vocational Education - Continuing Education Center are responsible for coordinating with relevant units of the two communes to clarify the incident.

The Hanoi Department of Education and Training also requires schools and localities to strengthen propaganda and education on ethics, lifestyle, behavioral skills, awareness of law compliance and school regulations for students.

Previously, a clip was circulated on social networks recording a scene where a male student was surrounded by a group of students, continuously yelled at, and forced to kneel, causing public outrage.

Notably, a young man in the group forced the male student to crawl behind the motorbike and lick the license plate.

When the male student hesitated, the other youth kicked him in the face. The male student had to comply with the group's request but was still beaten.

The male student is said to be a 10th grade student at Minh Phu High School, Soc Son commune (former Soc Son district), Hanoi.

Previously, the Ministry of Education and Training issued a circular stipulating that from October 31, 2025, general schools nationwide will apply new regulations on rewards and discipline for students. The disciplinary form of expulsion is abolished.

Three forms of discipline include: Warning, criticism, and request to write a self-criticism. For primary school students, two forms of discipline are applied: Warning and request to apologize.

The view of the Ministry of Education and Training is that rewarding and disciplining students ensures humanistic education, for the progress of students.

However, many experts and parents do not agree with the view that the most severe discipline is just writing a self-criticism.
