Creating new growth poles from Hai Phong Special Economic Zone

The Hai Phong Special Economic Zone established in the West of the city is expected to become a new growth pole, creating balanced development with the two current coastal economic zones in Hai Phong.

The first specialized economic zone in the country

The Standing Committee of the Hai Phong City Party Committee has just given opinions on a number of important and urgent issues related to socio-economic development and specific policies and mechanisms. In particular, the City Party Committee agreed on the policy of implementing the Project and proposed the establishment of the Hai Phong Special Economic Zone.

This economic zone is planned to be located in the core area of ​​the industrial dynamic region, west of the city (south of Hanoi - Hai Phong highway). The total planned area of ​​Hai Phong Special Economic Zone is about 5,300 hectares, spread over 6 communes: Thuong Hong, Nguyen Luong Bang, Bac Thanh Mien, Thanh Mien, Hai Hung and Binh Giang.

Hai Phong Special Economic Zone has the characteristics of a comprehensive, multi-sector, multi-sector economic zone, with the core function of being a center for high-tech industrial production, supporting industry, mechanical engineering and ecological industry; a center for domestic logistics and regional distribution, linked with the ICD dry port at Binh Giang station; a center for regional innovation (R&D) and training of high-quality human resources; a modern ecological urban-service area.

It is expected that this economic zone will contribute 3-4% to the city's gross regional domestic product (GRDP) by 2030 and over 5% after 2030...

Hai Phong Special Economic Zone aims to become a new growth pole, creating a complementary value chain for the two existing coastal economic zones: Dinh Vu-Cat Hai Economic Zone and Hai Phong Southern Coastal Economic Zone. On that basis, Hai Phong's development space is allocated more reasonably, forming a close connection between the coastal area - international seaport and the inland area - high-tech manufacturing center, logistics and innovation.

Comrade Le Anh Quan, Permanent Vice Chairman of the City People's Committee, informed that the early establishment of a specialized economic zone in the west of the city has important strategic significance for Hai Phong.

This is the first Special Economic Zone in the country, creating new growth momentum, rationally restructuring development space, clearing bottlenecks for the city to make a strong breakthrough in the coming time. Among them, it helps the city expand its influence from the coastal area to the entire Red River Delta.

Expanding development space

The Hai Phong Special Economic Zone is identified by the city as one of the key economic development drivers, with strategic breakthroughs to promote economic restructuring and expand the city's sustainable economic development space.

Notably, one of the five important breakthroughs of the special economic zone is the industry structure, specifically, focusing on developing high-tech industries, supporting industries and modern services. Priority is given to developing industries with high added value, environmentally friendly and capable of participating deeply in the global value chain.

Regarding the development space, according to the proposal of the City People's Committee, the economic zone is expected to form 11 industrial parks with a total area of ​​over 2,813 hectares. Of which, there are 6 industrial parks already in the Planning of Hai Duong province (old) for the period up to 2030, with an area of ​​over 1,249 hectares and 5 potential industrial parks expected to be formed when there are enough conditions for establishment, with an expected area of ​​over 1,564 hectares.

The city is oriented to develop industrial clusters with multi-industry characteristics, suitable to the potential and strengths of the economic zone. In addition, the commercial service area, logistics, duty-free zone in the economic zone is expected to be about 230 hectares...

After the Prime Minister decides to establish the Hai Phong Special Economic Zone, the City People's Committee will proceed to establish a general plan for the economic zone and develop an investment plan and specific solutions to mobilize capital for each project.

Due to the large investment capital for infrastructure in the Special Economic Zone, Hai Phong City focuses on mobilizing investment capital in the form of PPP (public-private partnership). Projects that purely serve the public interest, serve the community, and do not generate profit, can use the State budget in the short term, while other projects will actively call for investment in the form of PPP.

The city also encourages economic sectors and all types of domestic and foreign enterprises to invest in specialized economic zones in various fields.

After the Standing Committee of the City Party Committee unanimously approved the contents related to the Project and proposed documents to establish the Hai Phong Specialized Economic Zone, Comrade Le Tien Chau, Secretary of the City Party Committee, assigned the City People's Committee Party Committee to direct the implementation of procedures according to regulations, striving to establish the Specialized Economic Zone in 2025.

The total investment of Hai Phong Special Economic Zone is expected to be about 338,017 billion VND. Specifically, the budget capital is 2,180 billion VND, accounting for about 0.65%; other capital sources are about 335,837 billion VND, accounting for 99.35%. In the period of 2026-2030, the total investment capital demand is about 136,142 billion VND and in the period of 2031-2035 about 201,875 billion VND.
