Nam Tam promotes economic development to reduce poverty sustainably

After the merger, Nam Tam commune (Lai Chau) focused on developing economic models suitable to local advantages, from beekeeping, large livestock development to cooperative organization associated with technical support, capital and infrastructure. Thanks to that, the poverty rate has decreased significantly, people's lives have improved, towards the goal of sustainable poverty reduction.

Nam Tam commune was established on the basis of merging the old Nam Cha, Lung Thang and Nam Tam communes of Sin Ho district; the new commune has a natural area of ​​over 242km² with nearly 13 thousand people. According to statistics, at the beginning of the term, the rate of poor and near-poor households in the commune was over 45%; socio- economic infrastructure faced many difficulties, the educational level of the people was low and uneven.

To reduce the poverty rate and improve the new rural criteria, Nam Tam has implemented many synchronous solutions. The commune focuses on comprehensive agricultural development, exploiting the advantages of each region; prioritizing products with high economic value and stable consumption markets; enhancing the application of scientific and technical advances, mechanization and technology in production to improve productivity and quality; linking production with processing, preservation and consumption of products. Thanks to that, by the end of 2024, the commune's poverty and near-poverty rate will decrease to more than 30%, an average decrease of more than 4% per year.

There are many vivid examples of startups and poverty escapes in Nam Tam. In 2022, Mr. Tao Van Keo's family in Pau village realized that around the forest hills there were many wildflowers and fruit trees that were favorable for beekeeping. He boldly learned and studied experiences in several localities, and then received support from the commune with 30 initial bee boxes to develop the model.

Mr. Keo shared: “Thanks to the initial support from the government for seeds, I have successfully developed a honey beekeeping model. Not only do I maintain the supported bee boxes, I also multiply them to develop further. Up to now, my family has more than 100 bee boxes and has sold many seed boxes to households in the village and other localities. Each year, my family collects nearly 500 liters of honey; together with selling seed boxes, the income reaches nearly 100 million VND. Beekeeping is not hard work, but it also provides additional income to invest in raising buffalo and cows, so my family no longer has to worry about poverty."

Similarly, Mr. Pham Van Tuan in Na Tam 1 village, thanks to the propaganda and encouragement to develop livestock farming in the direction of goods, has switched from traditional grazing to confinement, has barns, proactively prevents and fights diseases and reserves food.

Mr. Tuan said: “Previously, my family only raised 5-10 cows in a free-range manner. With the support of commune officials to build barns, we invested in developing the herd. Currently, my family maintains more than 40 cows. We take advantage of vacant land to grow elephant grass to ensure food. If prices are stable like a few years ago, income can reach about 200 million VND/year. I hope the State will continue to support and have preferential loan policies to develop comprehensive farms."

The work of sustainable poverty reduction associated with new rural construction in the 2020-2025 period in Nam Tam has achieved positive results. The commune has invested in building 13 new essential works; implemented 3 livelihood support projects for 137 households; completed the elimination of temporary and dilapidated houses for 97 households, reaching 100% of the plan.

It is expected that by the end of 2025, the commune's poverty rate will continue to decrease to below 20%. Traffic infrastructure has been improved: more than 91% of commune roads have been paved; more than 59% of village roads, residential roads, and production roads have been paved; 99% of villages have convenient motorbike roads. The rate of households using the national grid electricity is 99%; the rate of population using clean water is 92%; average income per capita is currently nearly 40 million VND/person/year.

In the 2025-2030 term, the Commune Party Committee has set the goal of promoting economic development; improving the quality of cultural and social fields; sustainably reducing poverty; and at the same time completing 15 criteria for new rural construction. By 2030, the commune strives to reduce the poverty rate to 6% (according to the Commune Party Committee's plan).

To achieve this goal, the commune will continue to focus on comprehensive agricultural development according to the advantages of each village, prioritizing key products with high economic value and stable consumption markets; increasing the application of scientific and technical advances, mechanization and technology in production; linking production with processing, preservation and consumption of products.

The commune's strategy is to link production, processing and consumption between farmers, cooperatives and enterprises to form value chains; promote the production of grain crops to ensure food security; convert ineffective farming areas to grow crops of high economic value. The commune also proposed to the Central and the province to prioritize the allocation of public investment capital for the period 2026-2030, along with a policy of allocating land to households and individuals lacking residential land and production land to create conditions for people to improve their lives and escape poverty. At the same time, the locality proposed a special mechanism for communes in ethnic minority and mountainous areas to speed up the completion of new rural criteria.

Mr. Nguyen Xuan Da, Chairman of the People's Committee of Nam Tam commune, emphasized: the commune will continue to effectively implement the proposed solutions, exploit regional advantages, promote internal community resources and seek support from the State to achieve the goal of sustainable poverty reduction and improve people's lives.
