Improving the quality of life of ethnic minorities in Pho Yen city

Pho Yen city currently has over 20,600 ethnic minorities living, accounting for over 11% of the population with 5 communes and wards in mountainous ethnic areas. In recent years, the implementation of the Party and State's policies and guidelines, including ethnic affairs and ethnic policies in Pho Yen city has achieved positive results, improving the lives of the people day by day.

The house of Mr. Hoang Van Thinh's family, San Diu ethnic group, in Deo Nua hamlet, Thanh Cong commune, has been degraded for many years. However, due to unstable income, for many years they have been a poor household in the locality, not having enough funds to build a house. By early 2024, with support of 50 million VND from the National Target Program on Socio-Economic Development of Ethnic Minority Mountainous Areas, Mr. Thinh was able to gradually complete his house. This support has contributed to helping the family build a place to settle down and make a living.

Mr. Hoang Van Thinh, Deo Nua hamlet, Thanh Cong commune, Pho Yen city shared: "With support from the commune and city, my family was able to build a house, my family is very grateful."

Housing support for poor ethnic minority households is a content of the ethnic policy that has been effectively implemented by localities in Pho Yen city. Along with that are policies on job creation, labor restructuring, and policy loans. Thanks to that, the rate of poor households in the ethnic minority areas of Pho Yen city has decreased rapidly. Currently, the number of poor ethnic minority households is 156, accounting for 3.63%, and the number of near-poor ethnic minority households is 192, accounting for 4.47%. From the State's policy capital, more and more typical examples of ethnic minorities in economic development have appeared.

Mr. Luu Van Mao, Sim Long hamlet, Phuc Thuan commune, Pho Yen city said: "Before, life was difficult. With the attention and support of the Party and the commune government, and with loans from the Social Policy Bank to develop the livestock model, income from pig farming is about 2 billion VND/year".

Up to now, 100% of hamlets have national grid electricity; 100% of roads to commune and ward centers have been paved; the rate of population using clean water for daily life has reached over 98.2%; 296/296 hamlets and residential groups have cultural houses; 100% of communes and wards have met national standards on health ; total capital for basic construction is over 3,900 billion VND. Over the past 5 years, over 370km of rural roads have been deployed with a total cost of over 580 billion VND. Localities in mountainous ethnic minority areas in Pho Yen are continuing to build new rural areas at a higher level than the average of the province.

Mr. Tran Van Thu, Vice Chairman of Thanh Cong Commune People's Committee, Pho Yen City said: "In recent years, 8 ethnic minority hamlets have received attention from the Party, the State as well as documents, the commune has also implemented synchronously and promptly, thanks to which the rate of poor and near-poor households has decreased, and the infrastructure has become increasingly spacious."

Mr. Do Cong Hanh, Chairman of the People's Committee of Phuc Thuan Commune, Pho Yen City, said: "The rural face of Phuc Thuan Commune has "changed dramatically", contributing to the overall development and helping the locality complete the criteria for building an advanced new rural commune in 2023; striving to build a model new rural commune in 2024".

Mr. Tran Xuan Truong, Vice Chairman of Pho Yen City People's Committee emphasized: "In the coming time, Pho Yen City will continue to closely follow the policies and laws of the Party and State, especially Thai Nguyen province, in which it will specify policies on economic development orientation and infrastructure development so that ethnic minorities are given priority in recruiting labor for large projects. We also focus on maintaining, preserving and conserving intangible cultural relics of ethnic minorities".

Actively and flexibly implementing the State's ethnic policies, at the same time, focusing on mobilizing all resources to develop the economy and society in a synchronous, effective and comprehensive manner, that is the effective way of Pho Yen city to change the face of rural mountainous areas in difficult areas of the locality, contributing to the development of a dynamic, fast-growing and strong industrial locality.
