Improve the quality of medical examination and treatment under health insurance.
By the end of the first quarter , the whole province had 1,279,609 people participating in social insurance ( SI ) , health insurance ( HI ) , unemployment insurance, an increase of more than 200 people compared to the same period in 2023. Of which, 123,711 people participated in compulsory SI; over 41,600 people participated in voluntary SI, equal to 5.46% of the workforce . To ensure the rights of HI participants to enjoy the best health care services, the provincial Social Insurance coordinated with the health sector to improve the quality of HI examination and treatment; fully and promptly resolve policies for HI participants; create consensus and people's trust in the social security policies of the Party and State . To date, 52,145 people have installed and used VssID; 1,129,078 people participating in social insurance ( SI ) , BHYT are synchronized and authenticated with national population data, reaching nearly 90% of the number of people participating in SI, BHYT. Currently, all 227/227 medical examination and treatment facilities in the province, including general hospitals and medical stations, have deployed to receive patients for medical examination and treatment under BHYT using the VssID application or chip-embedded citizen identification cards to replace paper BHYT cards. In addition, the Department coordinates with the Social Insurance sector to innovate the appraisal of medical examination and treatment costs under BHYT towards improving quality, applying software for appraisal and payment of BHYT. Medical examination and treatment facilities from district level and above, arrange 1 to 2 permanent appraisers; create favorable conditions for BHYT participants to enjoy BHYT policies right at the grassroots medical level with the best conditions.
The Health Insurance policy has been implemented by our Party and State since 1992; in 2008, the Health Insurance Law was passed by the 12th National Assembly , creating an important legal basis for the implementation of the Health Insurance policy, making an important contribution to the protection and care of people's health. Up to now, the Health Insurance Law has been amended and supplemented many times to suit the practical situation. The health insurance benefits of participants have been increasingly expanded in both scope and level of benefits, helping people access many modern medical services, new and highly effective drugs. Along with the development and improvement of the health insurance policy, Son La has synchronously deployed solutions to promote propaganda and mobilize the number of people participating in health insurance, ensure the rights of participants, strengthen state management in organizing the implementation of health insurance policies and laws, and issue mechanisms to support people participating in health insurance.
In order to ensure the rights and build trust among the people, the province has paid attention to investing and upgrading facilities and equipment for medical facilities from the provincial to grassroots levels; directing the health sector to coordinate and synchronously implement solutions to improve the quality of health insurance examination and treatment. The province's medical facilities are increasingly providing high-tech services, helping patients receive timely treatment, reducing direct costs for patients' families; reducing the rate of patients being transferred to higher levels and reducing pressure on upper-level hospitals. The rate of people participating in health insurance in the province has increased gradually over the years. To date, the whole province has 1,238,436 people participating in health insurance, reaching a coverage rate of 94.3%.
