Improve the quality of national excellent student selection exams

The above content was emphasized by the Ministry of Education and Training in Official Dispatch No. 4697/BGDĐT-QLCL sent to the Departments of Education and Training and the Department of Schools, the Military Women's Committee ( Ministry of National Defense ) on instructions for implementing quality management tasks for the 2024-2025 school year.

Accordingly, for the 2025 High School Graduation Exam, the Ministry of Education and Training requires strengthening the management function, attaching the responsibility of directing and managing the organization of the exam to the Provincial People's Committee and the Department of Education and Training in directing the organization of the exam at the local level.

Develop and organize the serious and timely implementation of regulations and requirements in the directive documents guiding the organization of the exam to the grassroots levels; organize comments on draft legal documents, regulations on high school graduation exams from 2025, documents guiding the organization of the exam and proactively assess the impact at the local level.

Continue to train teaching teams to develop exam questions and contribute exam questions/test papers to the Exam Question Library in an open manner to serve the organization of the High School Graduation Exam from 2025.

The Ministry of Education and Training also directed units to do a good job in selecting personnel for the exam; strengthen the dissemination of the exam regulations; improve the quality of professional training for all subjects and forces participating in organizing the exam. Special attention should be paid to professional training for officials in charge of inspection, supervision and prevention of the use of high technology to cheat on exams in localities.

In addition, actively promote the application of IT in management, direction and organization of exams; actively participate in testing exam organization software to ensure feasibility and effectiveness. Analyze, evaluate and effectively exploit the high school graduation exam results database to serve professional management and policy issuance.

"For national competitions to select excellent students, regional and international Olympic competitions, it is necessary to continue implementing solutions to improve the quality of teaching, training, and selection of excellent students, and to implement the Regulations on national competitions to select excellent students. Proactively prepare early for the 2025 High School Graduation Exam

Regarding the general task, the Ministry of Education and Training requires units to prepare and organize the 2025 High School Graduation Exam well. This is the first year that the High School Graduation Exam is organized according to the 2018 GeneralEducation Program, so units need to be proactive and have a plan to implement early preparations for the Exam and propaganda work.

Continue to innovate towards improving quality, efficiency, objectivity and transparency in all stages of the Excellent Student Selection Exams from local to national levels, participating in regional and international Olympic competitions.

Continue to ensure resources and effectively and substantially implement the work of assessing the quality of education for preschools, general and continuing education institutions and recognizing schools that meet national standards for preschools and general education institutions in accordance with legal regulations; exploit and use data on the results of educational quality assessment to serve management work, as a basis for effectively mobilizing and allocating resources to invest in improving the quality and enhancing the quality of education.

According to the Ministry of Education and Training, units need to strengthen the management of diplomas and certificates and effectively implement digital transformation in the management of diplomas and certificates, public services in the management of diplomas and certificates, and publicize information on the issuance of diplomas and certificates according to regulations. Focus on managing the conditions to ensure quality for the examination and issuance of certificates organized and implemented by educational institutions.

Direct and implement inspections and supervision to ensure the effectiveness and efficiency of the Ministry of Education and Training's regulations on transparency in the operations of educational institutions in the national education system according to Circular No. 09/2024/TT-BGDDT. Implement national and international education quality assessment programs effectively according to plan, accurately reflecting teaching and learning results at all levels.

Prepare carefully for the official PISA survey cycle 2025

In the dispatch, the Ministry of Education and Training directed units to carefully prepare and implement the official survey of the Program for International Student Assessment (PISA) cycle 2025 on computers locally for national and international large-scale assessment programs, according to the instructions of the Ministry of Education and Training.

At the same time, implement a pilot survey of the Program for Widespread Assessment of Learning Outcomes of Grades 5, 9, and 11 students. Create conditions and send staff and teachers to participate in training and retraining on the technical framework, methods, and assessment tools of national-level wide-scale assessment programs, as a basis for applying learner assessment to meet the requirements of implementing the 2018 General Education Program.

Effectively and appropriately deploy at the local level the Project "Developing a national-level wide-scale assessment system to meet the requirements of improving the quality and international integration of general education in the period 2022-2030" issued by the Provincial People's Committee.

In addition, the Official Dispatch of the Ministry of Education and Training also guides the implementation of specific tasks on quality assurance and educational quality assessment, diploma and certificate management, and public implementation and periodic reporting.
