Up to now, the organization of drug rehabilitation facilities has been ensured, operating stably and orderly right from the beginning. Thousands of officers and employees have been accepted into the Public Security sector and are at ease in their work. Officers and soldiers of the drug crime investigation police have promptly overcome all difficulties, maintained operations, ensured smooth management, treatment and support for students, and not allowed any interruptions at any stage.
Drug Rehabilitation Center No. 1, Drug Crime Investigation Police Department, Thanh Hoa Provincial Police currently has more than 620 students, including 78 voluntary drug rehabilitation students. On March 1, 2025, Thanh Hoa Provincial Police officially received the facility with 64 officers and workers, and at the same time arranged 11 officers and soldiers to the facility, strengthening security and order.
The number of police officers and soldiers mobilized to work alongside civil servants, public employees, and contract workers quickly approached the working process, with the mindset of both implementing and learning and gaining experience.

Major Nguyen Tuan Ngoc, Head of the rehabilitation facility, said: This is a new task, so it is inevitable that there will be difficulties at first. Many items and vehicles have deteriorated or are missing; ambulances are broken, forms have not been replaced; the entire area's fence is broken, the camera system is degraded, affecting security and safety.
With the current number of officers and soldiers compared to the number of students at the facility, the current force is still very thin, leading to many difficulties in implementing the drug addiction treatment process, serving the lives of drug addicts as well as protecting, managing,educating , teaching a profession, and organizing therapeutic labor for students.
In the coming time, we will continue to advise the Provincial Police Department to increase the force, and closely coordinate with the staff working at the facility to ensure work is carried out normally and without interruption - Major Ngoc said.
To better implement drug rehabilitation work, the Facility focuses on studying the process more carefully to apply it to student management; proactively plans and measures to ensure security and order and implement good procedures at the drug rehabilitation facility.
In addition to managing and treating students, the unit has increased patrol and control measures to help students have a safe working and treatment environment, preventing escapes or drugs from entering from outside.
Comrade Tran Van Duc, former Deputy Director of the (old) Drug Rehabilitation Center in charge of health, assessed: The Ministry of Public Security 's acceptance of drug rehabilitation work has changed the management method, working hours as well as the awareness of drug addicts. Since the maintenance and management of the police force, the center has built a good routine, students strictly follow discipline, actively receive medical treatment, participate in vocational training, and prepare well in all aspects to reintegrate into the community.

It can be seen that the appearance of the police uniform at the rehabilitation facility has created a disciplined, safe, and healthy environment, from the time of activities, internal affairs, hygiene, as well as studying and working, helping students feel secure and strictly follow the rehabilitation process. Above all, the change in the awareness of the drug addicts also takes place more quickly.
Student Nguyen Truong Von shared: When the police force appeared here, we did not feel any psychological pressure, but were also regularly approached and educated by police officers and soldiers to understand the dangers and harmful effects of drug use, trafficking, and transportation on society. From there, we had better thoughts and orientations for the future after leaving this place.
Implementing the Project of the Ministry of Public Security and the Plan of the Hanoi City Police, 7 drug rehabilitation facilities of the city are now arranged into 4 drug rehabilitation facilities under the Hanoi City Police. After one month of taking over, all activities of the facilities have been stable.
At Drug Rehabilitation Center No. 4, after a month of receiving the assignment, all the police officers and soldiers assigned to the task quickly grasped the job. From brave, courageous, and capable soldiers in the fight against drug crimes, they have now become “teachers”, transforming, educating, and guiding people who have made mistakes to gradually give up drugs and find themselves again.
Lieutenant Colonel Hoang Ngoc Ha, Deputy Head of Rehabilitation Center No. 4, said: The process of receiving the rehabilitation center was carried out systematically, without any interruption at any stage due to the close coordination between the civil servants and the police force. Although we are currently wearing two different uniforms, we share the same mission of transforming and helping addicts find themselves again.
Recent practice has shown that drug addiction treatment and post-treatment management are always extremely difficult and complicated tasks, not only helping addicts escape drug dependence but also supporting them to reintegrate into the community and prevent relapse.
Lieutenant Colonel Nguyen The Nhat - Deputy Head of the Drug Crime Investigation Police Department of Hanoi City Police said: Taking on the task of drug addiction treatment and post-rehabilitation management is not only a journey of managing and supporting drug addicts in a more comprehensive process, but also has strategic significance in the fight against drug crimes.
This creates a closed process, from fighting against drug crimes, organizing compulsory drug rehabilitation to managing drug addicts after they leave the rehabilitation facility and return to their locality.
In the coming time, through the management and education of drug addicts, the Hanoi Drug Crime Investigation Police Department will continue to grasp the thoughts and feelings of addicts, promote the launching of a movement to denounce drug crimes in society, thereby effectively implementing measures to reduce supply and demand for drugs, striving to build a drug-free society.
Under the close direction of the City Police leadership, the drug rehabilitation facilities not only maintain stable professional activities but also organize many cultural, artistic, and sports activities, taking care of the material and spiritual lives of staff and students, effectively supporting the drug rehabilitation treatment process of students.
In March 2025, 4 drug rehabilitation facilities in Hanoi received 136 more drug rehabilitation students, 298 students completed the drug rehabilitation process, and were signed a Decision of recognition to return to live in the locality.
Many families of drug addicts who came to visit their relatives were guided through the quick and convenient procedures by police officers. Many relatives of drug addicts said that when they saw the images of police officers appearing at this place, they felt secure and confident that the drug addiction treatment process and the reintegration into the community of their children would take place sooner and with higher efficiency.
