On June 16, Thai Nguyen Provincial Party Committee organized a pilot program for the operation of the Party Committee, government, Vietnam Fatherland Front of the ward and the Public Administration Service Center of Song Cong ward.
This is the ward chosen by the Thai Nguyen Provincial Party Committee to pilot the two-level local government organization model, after which it will promptly draw experience to implement it throughout the province from July 1, affirming the political determination in innovating the organizational apparatus, improving the effectiveness and efficiency of serving the people.
The program took place with the participation of leaders of Thai Nguyen and Bac Kan provinces, connecting online with many points in the two provinces, and was considered a "grand rehearsal", carefully reviewing all activities to prepare for the official implementation phase of the two-level local government model from July 1.
In Song Cong ward, the first meetings of the Party Executive Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the ward, and the operation of the Public Administration Service Center took place, many tasks and works were resolved.
Delegates focused on discussing and giving opinions on the working regulations, assigning specific tasks, the entire working program and the plan to organize the Party Congress for the 2025-2030 term. The procedures related to the organization of the apparatus, cadres and civil servants were strictly implemented in accordance with regulations.
In particular, the pilot program to operate the Commune-level Public Administration Service Center is considered a highlight, clearly demonstrating the new government's orientation of putting people at the center of service. The center is equipped with modern facilities with high-speed Internet connection, ensuring information security according to the standards of the Ministry of Public Security, and a team of well-trained staff.
People participating in the trial expressed their satisfaction with the faster, more convenient and clearer handling of administrative procedures under the new model. Coming to the Public Administration Service Center to handle work, Mr. Hua Anh Duy said: “The staff is professional, the equipment is synchronous and modern. I believe that the two-level government model will operate effectively, for the benefit of the people.”
Comrade Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Thai Nguyen province emphasized: The trial operation is a key step to comprehensively review and create a solid mindset for the new government model. We request that localities continue to closely follow the direction of the Central Government, perfect the operating regulations of Party committees, authorities, and the Fatherland Front at the commune level, ensuring that all activities take place synchronously, smoothly, and continuously.
Comrade Pham Hoang Son requested to absorb all comments after the trial operation of Song Cong ward's apparatus, promptly adjust and carefully review tasks, build a solid apparatus, and avoid confusion when the two-level government model is officially implemented. There should be no gaps or interruptions in state management.
Thai Nguyen Provincial Party Committee directed that districts and cities select at least one commune-level administrative unit to pilot the two-level local government model; in which Pho Yen city selected five communes and wards to pilot the operation of the apparatus so that it operates smoothly, synchronously, effectively and efficiently, as a thorough preparation step for the two-level local government model to operate from July 1.
With a methodical approach, a roadmap, close adherence to reality and proactively removing difficulties from the beginning, Thai Nguyen is clearly demonstrating political determination in building a transparent, modern, effective and efficient administration, creating a foundation for sustainable development.
