Improving the effectiveness of oral propaganda in the new situation

Over the past year, the work of oral propaganda (TTM) and reporters (BCV) has always received deep attention and timely direction from Party committees and authorities at all levels. Thanks to that, the work of oral propaganda and the activities of the BCV team of the province have achieved many positive results, contributing to the successful implementation of local political tasks.

Timely information, public opinion orientation

According to the assessment of the Provincial Party Committee's Propaganda Department, in recent times, under the leadership and direction of the Provincial Party Committee's Standing Committee, Party committees from the provincial to grassroots levels have effectively implemented the work of propaganda and public opinion. From there, timely information and orientation of public opinion have contributed to strengthening trust and consensus among the people. Propaganda and public opinion work is carried out through many channels with many forms suitable for each target group. Through study sessions, dissemination of resolutions, current affairs reports, policies and guidelines, the provincial propaganda team has informed cadres, party members and people of all walks of life about the socio -economic situation and traditional activities on the occasion of holidays and anniversaries. At the same time, it has focused on widely and strongly propagating Directive No. 05 on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" of the Politburo; associated with continuing to effectively implement Resolution 4 of the Central Committee (11th tenure) "Some urgent issues on Party building at present", Resolution 4 of the Central Committee (12th tenure) "On strengthening Party building and rectification; preventing and repelling ideological, political, moral, lifestyle degradation, manifestations of "self-evolution" and "self-transformation" within the Party...

In addition, the team of BCV, propagandists, party members, cadres, civil servants, public employees, soldiers of the armed forces at all levels regularly carry out TTM work through many activities: public meetings, voter contacts, citizen reception, dialogue with the people; dissemination, legaleducation , legal advice, settlement of complaints and denunciations, mediation activities at the grassroots level, cultural and artistic activities... Thereby, many policies, laws have been propagated, providing a lot of official information to the majority of people. At the same time, promptly grasp the ideological situation, public opinion, report and propose to competent authorities to effectively resolve many urgent and prominent cases in the province. In 2023, the Provincial Party Committee's Propaganda Department coordinated with localities and units to organize 19 training courses on TTM - BCV work for grassroots cadres. Every month, the Provincial Party Committee's Propaganda Department sends provincial and district-level Party Committee members to participate in online Party Committee conferences organized by the Central Propaganda Department...

Promoting the role of TTM work

However, the Provincial Party Committee's Propaganda Department believes that the quality of activities and capacity of a part of the staff doing propaganda work at all levels are not uniform, some of the PPCs still focus on thematic reports or one-way communication, and do not pay due attention to dialogue, grasping and reflecting the ideological situation and public opinion. On the other hand, the advantages of propaganda work have not been fully promoted by the PPCs; they have not combined the communication and dissemination of official content with criticism and combating wrong and hostile views, explaining and answering questions about the Party and State's new policies and guidelines, so the quality is not high.

In order for the work of propaganda and the activities of propaganda agencies in the coming time to be more substantial, the Provincial Party Committee's Propaganda Department has requested the Central Propaganda Department to soon study and issue specific and unified guidelines and regulations throughout the sector on policies and regimes for grassroots propaganda agencies to create favorable conditions for localities to implement appropriately and in accordance with regulations. At the same time, pay attention to organizing or supporting in many forms such as training, coaching; providing documents, lectures; exchanging and learning experiences... so that localities can organize training in skills, expertise, and methods of propaganda work for propaganda agencies and propaganda agencies at all levels, especially at the grassroots level. Along with that, increase the provision of timely information to orient information to localities, especially important domestic and international political events, sensitive events, and public concerns so that local Propaganda Departments have effective handling methods at the local level.
