Improving the effectiveness of intellectual property enforcement activities

The situation of intellectual property rights (IPR) violations in the province is still happening and increasing every year. Therefore, to ensure that IPRs are implemented fairly, the Department of Science and Technology (DOST) has coordinated with relevant sectors and authorities at all levels to effectively implement IPR enforcement, inspect, examine, and handle violations of production, circulation, and trade of counterfeit goods, fake goods, and goods that infringe IPRs in the area.

In order to raise awareness, knowledge and skills for businesses, organizations and individuals on intellectual property, management skills, exploitation of industrial property information, management and development of intellectual property, the Department of Science and Technology has coordinated with the People's Committees of districts, towns and cities to organize 3 training courses to disseminate knowledge on intellectual property and policies to support the application and replication of scientific and technological results in the area, thereby disseminating new points of the revised Law on Intellectual Property 2022, methods of protecting, managing and exploiting intellectual property rights for traditional specialty products, OCOP products...

Coordinate with the Office of the National Office of Intellectual Property in Da Nang City to organize a training conference on the management, use and development of trademarks using geographical names for management agencies, organizations and units granted certificates of protection for collective trademarks (NHTT) and certification trademarks (NHCN) in the province; organize a workshop to determine the list of products and types of protection to establish intellectual property rights for potential local agricultural products.

Through the workshop, the aim is to gather opinions and unify the lists of potential products of each locality, thereby building a database to help localities take the initiative in establishing intellectual property rights for each key local product, meeting the conditions for classifying and upgrading OCOP products; coordinate with the Department of Agriculture and Environment, the Provincial Women's Union to provide training on legal regulations on trademark protection and quality measurement standards related to OCOP products for subjects participating in the One Commune One Product program and subjects participating in the Innovation and Entrepreneurship Competition (IEC).

In addition, the Provincial People's Committee has directed departments, branches and localities to strengthen inspection of the management, use and development of trademarks using geographical names in the province; grasp the actual situation to serve the inspection of compliance with the law on industrial property. At the same time, regularly advise and support the establishment, management, exploitation and development of geographical indications (GIs), geographical indications (GIDs), and geographical indications (GIPs) for key products, specialties and strengths of the locality.

Currently, the province has registered for protection 2 geographical indications (Quang Tri pepper and Quang Tri green tea), 6 national trademarks and 59 national trademarks for typical and strong products of the localities. The task of registering for protection, managing and developing geographical indications for the product "Khe Sanh Coffee" of Quang Tri province under the Intellectual Property Development Program until 2030 is being implemented. In 2024, Quang Tri province was granted 31 common trademarks and 1 industrial design exclusive patent by the National Office of Intellectual Property.

The annual OCOP program has classified and recognized more than 141 OCOP products and most of the products have been registered for intellectual property rights. It has conducted an investigation to evaluate the effectiveness of products that have been granted intellectual property protection certificates associated with geographical names in the province to find solutions to support management, exploitation and development.

The policy of developing and enhancing innovation capacity associated with supporting innovative startups in the province by 2025 has been effectively implemented. The Department of Science and Technology has chaired and coordinated with agencies and units to effectively organize many forums, training courses, and competitions to search for and support innovative startup ideas, contributing to spreading the spirit of innovative startups in the community.

Organized a scientific workshop on “Orientation and promotion of the development of the innovation startup ecosystem in Quang Tri province until 2025”. The 2024 Quang Tri Innovation Startup Competition attracted 48 ideas and projects, of which 12 won prizes. On that basis, the Department of Science and Technology guided authors and groups of authors to register for intellectual property protection for their ideas and projects.

In order to encourage and improve the efficiency of intellectual property exploitation, the Provincial People's Council issued Resolution No. 36/2024/NQ-HDND dated May 10, 2024 on amending and supplementing a number of articles of Resolution No. 163/2021/NQ-HDND on regulations on a number of policies to support the application and replication of scientific and technological results in the province in the period of 2022-2026; The Provincial People's Committee issued Decision No. 1481/QD-UBND dated June 24, 2024 on promulgating the Regulation on supporting the application and replication of scientific and technological results in Quang Tri province in the period of 2022-2026.

Promote propaganda, dissemination, and guidance on contents and processes for organizations and individuals to implement regularly. Thereby, helping all levels, sectors, people and businesses grasp the viewpoints, goals and tasks of the Resolution to promote the application and replication of scientific and technological advances, improve the capacity of organizations and individuals in applying new and high technologies, creating changes in productivity, quality and efficiency in production and business activities. Through the policy of supporting the application and replication of scientific and technological results in Quang Tri province, 40 organizations and individuals in the province have been supported with a budget of 1,746 million VND.

In addition, the provincial science and technology sector has also increased human resources for IP activities. The Department of Science and Technology has done a good job of training and improving the qualifications of cadres and civil servants to ensure professional qualifications, political theory, state management knowledge, administrative skills, and work handling and solving skills; meeting the increasingly high requirements in the process of performing tasks at agencies, units, and localities in the new situation.

Focus on training, professional development, and improving the quality of human resources of state management agencies and IP protection agencies. In 2024, 3 civil servants will be trained in depth on IP, 3 civil servants will be trained in intellectual property management, and 1 civil servant will be trained in technology valuation.

With the current system of policies and laws on intellectual property, a legal corridor has been created, creative activities are encouraged, and the protection of the fruits of creative labor has been regularly implemented to create and form a culture of intellectual property in society. Through that, all levels, sectors, and many organizations and individuals in the province have initially recognized the meaning, importance, and interest in creating, establishing, protecting, exploiting, developing, respecting, and protecting intellectual property rights.

In the coming time, the Department of Science and Technology will continue to strengthen the support for intellectual property development; integrate policies and solutions to promote innovation, establish, exploit and protect intellectual property rights in the policy of developing science and technology, innovation, socio-economic development policies of the province and other sectors and fields. Gradually promote the exploitation of intellectual property created from scientific research and technological development activities using the state budget in the province.
