This morning, April 25, Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Quang Tri Province Nguyen Long Hai visited and inspected the progress of implementation in A Bung Commune, Dakrong District. According to the report of the People's Committee of A Bung commune, the whole commune has 203 households subject to the program of eliminating temporary and dilapidated houses, of which 136 households are newly built and 67 households are being repaired. Up to now, 38 newly built houses have been completed, 17 houses have been repaired; the remaining newly built and repaired houses are under construction, reaching 50% or more.

The implementation of the program in the locality encountered some difficulties, so it is recommended that: For cases of land use that are not in accordance with the planning, the commune requests relevant professional agencies to review existing planning types as well as the feasibility of the project according to the approved planning, in accordance with the socio-economic development situation of the locality to submit to competent authorities for adjustment and supplementation, facilitating the implementation of programs and projects to eliminate temporary and dilapidated houses in the commune.

For households in Pire 1 and Pire 2 villages, the Commune People's Committee held a meeting to collect opinions on the origin of the land, and instructed households to write a commitment letter; households using residential land stably, without disputes and in accordance with the planning in the area, the commune proposed to the superiors to approve support for building and repairing temporary, dilapidated houses for families.

The entire Dakrong district has 1,826 households eligible for support from the program to eliminate temporary and dilapidated houses; of which 1,102 are poor and near-poor households, 181 are people with meritorious services to the revolution and relatives of martyrs, and 543 are poor and near-poor households under the program to eliminate temporary and dilapidated houses supported by the Ministry of Public Security .

To date, the district has completed the construction and repair of 868 houses and is urgently implementing the construction and repair of the remaining houses. The implementation of the program in the area has encountered difficulties in land procedures, funding sources, labor, transportation of construction materials, etc.

Therefore, the district recommends that the province promptly provide sufficient funding to implement the programs to complete them on schedule; direct departments, branches and sectors to provide guidance on payment, settlement and advance payment procedures as well as identify support beneficiaries; build a synchronous and connected monitoring system at the commune level to ensure minimizing the time spent monitoring the program implementation status.

Propose that the Provincial People's Committee allocate 10% of the provincial budget counterpart fund compared to the central budget support stipulated in Resolution No. 102/2022/NQ-HDND dated December 9, 2022 of the Provincial People's Council with a budget of VND 1,094 million.

Provincial Party Secretary Nguyen Long Hai acknowledged and highly appreciated the locality for closely following the direction, having determination, and firmly grasping the method of implementing the work, thus achieving positive results.

Regarding the recommendations related to the conversion of land use purposes for housing construction under the program in A Bung commune, the Provincial Party Secretary requested the Department of Agriculture and Environment to promptly remove land division procedures in the spirit of free of charge for the people; to resolve the issuance of land use right certificates in the most convenient way for local people, especially for ethnic minorities.

Propose that the Provincial Vietnam Fatherland Front Committee allocate funds to implement the program before May 10; the Department of Finance provide guidance on payment and settlement to facilitate localities to speed up program implementation.

Dakrong district is currently implementing many programs to eliminate temporary and dilapidated houses, so Provincial Party Secretary Nguyen Long Hai suggested that the locality needs to carefully review to support the right subjects, avoiding overlap and duplication of subjects; at the same time, he suggested that the district continue to closely follow the progress, urge the implementation of the program with the highest determination to complete the program to eliminate temporary and dilapidated houses in the area before June 30.

On the occasion of the 50th anniversary of the Liberation of the South and National Reunification on April 30 (1975 - 2025), Provincial Party Secretary Nguyen Long Hai visited, encouraged and presented gifts to the family of Heroic Vietnamese Mother Can Thung (a Pa Ko ethnic group whose husband and 1 child are martyrs) in A Bung commune.
