Promoting agricultural extension work in the new situation

Implementing Document No. 3304/UBND-KT dated July 5, 2023 of the Provincial People's Committee on promoting agricultural extension work in the new situation, based on the direction of the Provincial People's Committee, the Department of Agriculture and Rural Development (now the Department of Agriculture and Environment), the Agricultural Extension Center has focused on leading and directing the serious and effective implementation of assigned tasks.

The provincial Agricultural Extension Center has focused on innovating the content and methods of agricultural extension activities, meeting the requirements of changing thinking from agricultural production to agricultural economics . Promoting the transfer of technical advances, information and propaganda, and vocational training for rural workers in the direction of improving the quality of agricultural and rural workers, in line with the development orientation of the locality.

Focus on implementing advanced and modern agricultural technology extension programs and projects in key agricultural production areas. Strengthen linkages along the value chain and connect consumer markets.

In addition, the center has maintained agricultural extension programs and projects serving agricultural security, hunger eradication and poverty reduction in ethnic minority and border areas with difficulties such as: Model of intensive durian cultivation following VietGAP in Huong Phung, Huong Hoa district; model of growing indigenous dwarf bananas, pink bananas, raising indigenous broilers with biosafety on biological bedding, agroforestry, and renovating mixed gardens in A Ngo, Ta Rut, Mo O communes, Dakrong district.

Based on the success of the model, the locality has an orientation to develop, expand the scale, find outputs, stabilize the market to help people increase income from crops and livestock. Promote the application of information technology and digital transformation in agriculture; diversify the content and forms of propaganda and training to suit practical production needs, combine modern information technology and electronic documents.

The Center has focused on effectively implementing Decision No. 3434/QD-UBND dated October 27, 2021 of the Provincial People's Committee on approving the Agricultural Extension Program of Quang Tri province for the period 2022 - 2025. Consolidating and perfecting the system of specialized agricultural extension organizations from the province to the grassroots level, with a synchronous, unified, streamlined, efficient and sustainable organizational structure.

However, due to limited funding for implementing models and projects to develop agricultural production, it has not stimulated the development of large-scale, concentrated, industrial commodity production. Agricultural extension activities have only focused on building models to transfer technical advances. There have been comprehensive models, linking along the value chain associated with product consumption, production management organization, and market promotion, but not many.

Some new models, applying high technology, large funding, people are still hesitant, not bold to participate, the market price of products is unstable, so there are still difficulties in selecting locations, selecting households to implement the model. The uneven level of awareness of a part of ethnic minorities also affects the ability to receive and apply science and technology in production.

Director of Quang Tri Agricultural Extension Center Tran Can said: In the coming time, the center will focus on implementing well technical solutions, information and propaganda, human resource training, and capital solutions.

Actively participate in scientific research topics, programs and projects in the locality, identify and quickly transfer technical advances into production. Focus on training, education and improving production capacity for farmers, cooperatives and agricultural cooperatives. Pay attention to planning for annual model building activities, select urgent models with market potential and the ability to replicate for priority implementation.

Select the right participants for demonstration models, which are households that are truly voluntary and have a high demand for applying new technical advances in production, have sufficient qualifications, capacity, practical knowledge and economic potential to meet the economic and technical requirements. Select a suitable location to implement the model, ensuring the ability to replicate the model.

Strengthening the inspection and supervision of the implementation of agricultural extension programs at the grassroots level. Cooperating with the National Agricultural Extension Center and projects to effectively implement agricultural extension programs. Building demonstration models of sustainable, focused production in line with the restructuring of the agricultural sector. Promoting the application of science and technology in organizing production according to organic processes, VietGAP, food safety associated with product consumption linkage, and environmental friendliness...

Improve the quality of information and propaganda work on mass media, seminars and tours. Strengthen consultation and provide information on agricultural product consumption markets for farmers. Focus on propaganda and dissemination of the Agricultural Restructuring Project and documents guiding its implementation; strengthen the organization of agricultural extension events to connect "4 houses" to help farmers produce and consume products sustainably.

Coordinate with functional sectors, local authorities and organizations to disseminate and replicate effective models. Develop and implement training plans to improve the capacity of agricultural extension officers, especially technical officers participating in training and vocational training in agriculture for rural workers. Strengthen technical training, agricultural extension methods as well as professional skills and qualifications in organizing, supervising and managing agricultural extension activities for agricultural extension officers.

Agricultural extension officers must constantly learn to improve their professional qualifications, regularly update new knowledge, closely follow the actual production situation of farmers; apply the correct technical process, at the same time promote creativity, specifically in each demonstration point to build appropriate technical processes, ensuring the model achieves the highest results.

Mobilize all capital sources from the state budget to invest in agricultural extension activities with better quality and efficiency, integrating cooperation programs and projects. Have policies to attract public investment, develop strategies to call for units, organizations and enterprises to invest in agricultural extension activities.
