Speaking at the workshop, Mr. Nguyen Van Tien, Vice President of the Vietnam Association of Agricultural Economics and Rural Development, shared the results of research and surveys in 7 provinces (Bac Giang, Hoa Binh, Nghe An, Binh Dinh, Gia Lai, Dong Nai and Ca Mau). The results showed that there are 26 forestry companies managing a total area of 292,632.47 hectares, of which the forestry land area accounts for 290,008.19 hectares. 21 companies have implemented contracts for 121,722.59 hectares, accounting for 41.59% of the total area.
Contract forms include: 50-year contract (3.1%), 20-year contract (28.04%), contract by production cycle (8.13%), contract by production stage (8.18%) and annual contract (52.51%).
Survey results show that the forestry land contract policy has attracted social resources to participate in forest management and protection, while creating many effective models of afforestation and agroforestry production.
According to the report, each contracted household has an average of 4.65 people, with an average income of 167 million VND/year. Of which, income from forestry contracts accounts for 31.73% of the total household income.
At the workshop, delegates discussed the current status of contracting, achievements and difficulties and obstacles in the implementation process.
Mr. Nguyen Van Tien emphasized the policy of forestry land contract There have been many changes but there are still many shortcomings.
“The new regulations related to the subjects of the contract, the limits and the contract period are not completely suitable for practice, causing difficulties in establishing documents and implementing contracts,” Mr. Tien shared.
Mr. Tien also pointed out that the transition between old decrees encountered many difficulties due to the lack of detailed instructions. Limitations in the management of records, assets on land, the mechanism for handling violations and ineffective coordination between relevant parties have created barriers in the implementation process. Therefore, improving the mechanism and amending and supplementing regulations are essential to enhance the effectiveness of forestry land management and use.
The workshop agreed on suitable solutions for organizing production and contracting in forestry companies, in order to meet the needs of sustainable development.
