Not yet met the waste treatment capacity
According to the Director of the Department of Natural Resources and Environment (DONRE) - Vo Minh Thanh, currently, the operations of waste treatment plants and incinerators in the province, including: Tam Sinh Nghia Waste Treatment Plant, Vinh Hung Waste Treatment Plant, Tan Hung District Incinerator and Kien Tuong Town Incinerator have not met the province's waste treatment capacity, only processing about 475 tons/day out of the total volume generated in the province ranging from 800-850 tons/day. In addition, waste treatment technology has not met the requirements of environmental protection. The waste treatment technology of Tam Sinh Nghia Factory, Tan Hung District Incinerator, Kien Tuong Town Incinerator only uses heating, so the generated emissions are not thoroughly treated and a large amount of ash and slag is generated during the burning process, often causing environmental pollution.
Vinh Hung Waste Treatment Plant has classified organic waste to put into the organic fertilizer composting process; the remaining inorganic waste is put into a sanitary landfill; leachate is collected for reuse (surface irrigation in the organic fertilizer composting process), but there is still a potential risk of environmental pollution.
To improve the waste treatment capacity of these units in the coming time, the Department of Natural Resources and Environment focuses on a number of tasks and solutions. For the Tam Sinh Nghia Waste Treatment Plant, the Department continues to urge investors; at the same time, support other procedures for investors to increase capacity in accordance with the province's policy, and soon put the technology conversion project into operation.
Regarding the Kien Tuong Town Incinerator, the Department continues to coordinate with the Kien Tuong Town People's Committee to evaluate the operation of the incinerator to minimize environmental pollution. When the Tam Sinh Nghia Waste Treatment Plant project comes into operation, this incinerator will be shut down and all waste from Kien Tuong Town will be transferred to the Tam Sinh Nghia Waste Treatment Plant for treatment.
For Tan Hung Incinerator, the District People's Committee has installed a new domestic waste incinerator with a capacity of 800kg/hour, with an accompanying exhaust gas treatment system, ensuring that it meets the prescribed standards before being discharged into the environment. Tan Hung District People's Committee is completing the application for an environmental license for the incinerator and will put it into operation after being granted an environmental license, the old incinerator will stop operating.
Vinh Hung Waste Treatment Plant continues to implement the project of source classification, collection and treatment of domestic solid waste supported by the World Wildlife Fund in Vietnam (WWF-Vietnam) to renovate and install additional machinery and equipment on the existing compost plant to operate a compost production line with a capacity of 5 tons/day.
At the same time, the Department of Natural Resources and Environment will continue to advise the Provincial People's Committee to implement Plan No. 3558/KH-UBND, dated November 4, 2021 to treat domestic waste for the province mainly by energy recovery incineration technology. On the other hand, to increase the ability to reuse and recycle domestic waste after classification, the Department will coordinate with WWF-Vietnam to pilot waste classification at source and compost production in Vinh Hung district; coordinate with the Korea International Cooperation Agency (KOICA) to implement the Project "Piloting household waste classification at source and promoting resource circulation", including the construction of a composting plant from organic waste in Duc Hoa district. After the pilot implementation, the Department will coordinate with relevant units to evaluate the results and report to the Provincial People's Committee on the implementation of this model.
The province focuses on implementing solutions to improve the efficiency of domestic solid waste treatment in the area.
Focus on implementing multiple solutions
At the meeting to explain "Solutions to improve the efficiency of domestic solid waste treatment" organized by the Standing Committee of the Provincial People's Council, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Nguyen Van Duoc said that, although the work of domestic solid waste treatment in the province has been focused on, the results achieved still have many limitations, inadequacies, obstacles and are not really sustainable, focusing on the following groups of issues: Planning and investing in waste treatment areas; solid waste treatment technology; propaganda work to raise awareness and consciousness of people; collection, transportation and classification of waste at source; issues related to finance for waste treatment (such as establishing sets, collecting fees, signing contracts, settlement, etc.).
Based on the issues raised and feedback from departments, branches and localities, Mr. Nguyen Van Duoc proposed that the Provincial People's Committee organize and direct departments and localities to seriously and fully implement the measures, solutions and commitments that have been put forward, all for the goal of "solving the problem of treating domestic solid waste in the province in a sustainable manner in the direction of technology"; increasing local initiative, limiting the current over-dependence on Ho Chi Minh City.
In particular, it is necessary to review planning, plans, decisions, and regulations related to the implementation and implementation of planning and treatment of solid waste and household waste to consider adjusting and supplementing them to suit the reality and new regulations; focusing on reviewing planning, land use plans, arranging collection points, and waste transfer stations in rural areas and sparsely populated areas; ensuring resources for effective implementation of approved planning work, meeting technical requirements on environmental protection according to regulations; proposing specific and incentive policies to mobilize resources outside the state budget;...
Regarding the current waste treatment technology of the province, it is recommended that the Department of Natural Resources and Environment coordinate with the Department of Planning and Investment to urge the conversion of incineration technology to waste incineration for electricity generation at Tam Sinh Nghia Waste Treatment Plant (Tan Dong Commune, Thanh Hoa District) with a capacity of 500 tons/day; encourage waste treatment technology with energy recovery to treat waste for districts in the province; the Department of Natural Resources and Environment coordinate with the Department of Science and Technology to orientate the increase in the ability to reuse and recycle domestic solid waste after classification; create many valuable products from waste to serve production and daily consumption for people.
At the same time, it is necessary to continue to propagate and raise people's awareness in complying with the law on environmental protection; especially related to the classification of household waste at source, the use of classification equipment and payment of waste usage fees according to regulations.
Regarding the budget for waste treatment, the Provincial People's Committee is requested to direct the Department of Natural Resources and Environment to coordinate with the Department of Finance to proactively develop budget estimates, arrange annual funding from the environmental protection career fund to ensure proper implementation of objectives; implemented projects must meet the needs and promote efficiency, serving the sustainable waste treatment needs of the province; not allowing the situation of debt for waste treatment, and no source of payment for environmental protection activities in localities.
