Improve the efficiency of coordinated transmission grid operations

On the afternoon of August 7, at the Phan Rang Transmission Line Operation Management Team, Khanh Hoa Power Transmission Team, under Power Transmission Company 3 (PTC3) held a regular conference on coordination of transmission grid operations between PTC3 and renewable energy power plants in Khanh Hoa province. The conference was attended by leaders of the Department of Industry and Trade, the Economic Security Department of the Provincial Police, the Southern and Central Power System Dispatch Center, PTC3 and representatives of renewable energy power plants in the province.

At the conference, Khanh Hoa Power Transmission Team reported on the organization of the personnel apparatus after the merger of Khanh Hoa and old Ninh Thuan Power Transmission. The team currently has 132 people, including 3 leaders and 129 people working in direct production teams. Khanh Hoa Power Transmission Team is responsible for managing and operating the 220kV and 500kV transmission grids in Khanh Hoa province (new) and a small part of Vinh Hao commune, Lam Dong province (new). The management volume includes 664.379km of national power lines and 66.923km of 220kV lines of the renewable energy grid. The team also manages 1 500kV transformer station and 7 220kV transformer stations, with a total capacity of 5,028MVA.

Up to now, Khanh Hoa province has had many renewable energy power plants put into operation and connected to the grid, with a total capacity of over 3,500MW. Of these, 22 plants have been directly connected to the national transmission grid with a total capacity of about 2,276MW, including 18 solar power plants (1,940MW) and 4 wind power plants (336MW). According to the plan, in the third quarter of 2025, 3 more solar power plants with a total capacity of nearly 180MW will be connected and connected to the grid.

At the conference, Khanh Hoa Power Transmission Team and representatives of the factories discussed and clarified the existing problems, proposed solutions in the process of coordinated operation. There are a number of issues that need to be resolved soon, including: Trung Nam Wind Power Plant does not have a legal entity to operate the 110kV line connecting from the 110kV transformer station of Trung Nam Wind Power Plant to the 220kV transformer station of Thap Cham; the BIM2 and BIM3 solar power plant clusters have different protection relay configurations and the management and operation of the 220kV lines BIM2 - Quan The and BIM3 - Quan The are managed by BIM itself while not having an operating license; My Son - Hoan Loc Viet solar power plant F87L relay at the 220kV transformer station of Thap Cham has not been connected in time synchronously with the existing system; Trung Nam Thuan Nam Solar Power Plant's phase spacing and distance between discharge rings of the support string and the 220kV line anchor string do not meet the standards. In addition, some factories have not conducted periodic equipment testing according to the prescribed cycle of the National Power Transmission Corporation, even 2 to 3 years late.

To overcome the above problems, Khanh Hoa Power Transmission Team has made a number of recommendations and solutions for the coming time and the remaining months of 2025, including: Reviewing, adjusting and re-issuing all operational coordination regulations. Reorganizing Zalo/Viber groups to coordinate operations to ensure full participation of leaders of all parties. Requiring power plant investors to equip separate mobile hotline numbers for each connection point and have a plan to thoroughly overcome existing problems. Requiring plants to conduct periodic equipment testing on schedule and have a plan to replace equipment that does not meet operational technical requirements. Khanh Hoa Power Transmission Team also proposed that dispatching levels support the inspection and re-issuance of relay adjustment forms with discrepancies. At the same time, the Department of Industry and Trade and the Economic Security Department of Khanh Hoa Provincial Police are requested to continue to coordinate in the work of inspecting, protecting the security and safety of the power transmission grid and handling violations of the power grid corridor.
