Improving the capacity to put resolutions into practice

Over the past years, Party committees and organizations at all levels and the government of Phu Tho province have been creative in directing and implementing the study and following of Ho Chi Minh's ideology, morality and lifestyle with specific and practical action programs; notably the efforts to build new rural areas and improve the material and spiritual life of the people.

Up to now, the whole Phu Tho province has 145 communes meeting new rural standards, of which 28 communes have achieved advanced and model new rural standards.

According to Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission Nguyen Lam Hong, this result is thanks to the Party Committees and authorities from the province to the grassroots level directing the study and following of Ho Chi Minh's ideology, morality and lifestyle as an important content in the action program to implement the Resolution of the 13th National Party Congress and the resolution of the Party Committees at their level. In particular, building new rural areas is an important content in many action programs.

In his articles and speeches, General Secretary To Lam repeatedly emphasized the need to strongly innovate leadership methods and improve the leadership capacity of party organizations.

Although Cam Khe is a poor, agricultural district, for many years now, the movement of the entire population donating land in Cam Khe has become a bright spot in Phu Tho province through the widespread implementation of models of learning and following Uncle Ho. Although life is difficult, many families have volunteered to donate land along with many trees and crops with the desire to build roads and schools so that their children can enjoy the results.

Currently, the whole district has more than 82% of rural roads paved, 100% of public schools in the area meet national standards. The District Party Committee has implemented many propaganda and mobilization measures to gain people's trust, consensus and support, creating favorable conditions for the implementation of traffic works and schools in the area.

Studying and following Uncle Ho's teachings, the cadres and party members of Cam Khe district always prioritize solving issues related to people's lives, with the spirit that people are the center of development. Key cadres at the commune level regularly attend residential area meetings, grasp people's thoughts, propagate and mobilize people to participate in building new rural areas. Many families have voluntarily donated land to open roads and build public works in the locality.

Sharing successful lessons from new rural construction, Chairman of Nhat Tien Commune People's Committee Do Huu Huy said that the proactiveness, openness and transparency of the government; good implementation of grassroots democracy regulations combined with promoting the spirit and responsibility of leaders are the keys to solving difficult problems. When officials "set an example for others to follow", people will enthusiastically believe and follow.

Deputy Secretary of Cam Khe District Party Committee Bui Xuan Vinh said that in the process of building new rural areas, the district encountered many difficulties, especially in terms of resources. The Standing Committee of the District Party Committee strengthened the work of mass mobilization, social security, helping and creating conditions for people to develop the economy, reduce poverty; maintain close and close ties between Party committees and Party organizations, the government and the people, creating consensus among the people. Studying and following Uncle Ho through specific actions has unlocked all resources, speeding up the process of building new rural areas.

In the period of 2021-2025, grassroots party organizations in the district have registered to implement 97 typical models and 106 typical advanced individuals to learn and follow Uncle Ho in fields such as: building clean and strong grassroots party organizations; building new rural areas, civilized urban areas; economic development, hunger eradication, poverty reduction...

Cam Khe has 10/15 communes meeting new rural standards; the experience of studying and following Uncle Ho's teachings combined with practical work and people's lives is being promoted in the implementation of the organization's streamlining. During the process of asking for opinions on the project of merging provinces and communes, 99.8% of the people supported the project of merging provinces; 99.5% of the people approved the project of merging new communes.

The project preparation work was carried out methodically, closely following the planning of the province and district, paying attention to similar strengths to open up development space. According to the project, Cam Khe district will be organized into 6 commune-level administrative units. Each new commune "possesses" strengths and potentials to expand development space in industry, tourism, services; high-quality agriculture and aquaculture...

The draft political report of the Party Congress of the commune-level administrative units after the merger has been completed according to requirements and progress, updated with new instructions from the higher-level Party Committees, inherited the achievements of the current units, and at the same time suitable for the new administrative boundary space.

The documents are all accompanied by detailed tables of specific data of the communes before the merger, which are valid arguments for building practical and feasible development goals and orientations for the new commune-level administrative units, vividly demonstrating the capacity to implement the resolutions, directives and conclusions of the Central Committee under the direction of the General Secretary.
