Mr. Dang Hai Dung, Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ) delivered the opening speech of the training session.

The event is part of the National Program on Energy Efficiency and Conservation for the 2019-2030 period (VNEEP 3). This year, the National Program on Energy Efficiency and Conservation marks the halfway point of its implementation, while contributing to the implementation of green growth and sustainable development goals and the commitment to achieving net zero emissions by 2050 that Vietnam made at the COP 26, COP 27 and COP 28 Conferences on Climate Change.

According to Mr. Dang Hai Dung, Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion, Ministry of Industry and Trade, saving energy and electricity are urgent and effective solutions in both the short and long term, helping to reduce pressure on energy supply, protect the environment and enhance national energy security, especially in the context of global energy supply with many potential instabilities.

According to a survey by the VNEEP 3 program, the potential for energy saving in Vietnam is still very large, especially in the industrial sector, which accounts for over 50% of the country's total energy consumption. If we only consider the more than 3,000 key energy-using facilities nationwide, with an electricity consumption of more than 80 billion kWh/year, just saving at least 2% of electricity each year will help save about 1.6 billion kWh, equivalent to more than 3,200 billion VND in annual electricity costs.

On June 18, 2025, the National Assembly officially passed the Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy, effective from January 1, 2026. The amended Law supplements many new regulations, affirming the important role of energy saving in socio -economic development and ensuring national energy security.

Within the framework of the training, reporters and editors were updated with new policies and laws on energy saving; an overview of the results of the implementation of the VNEEP 3 program in the past time; and at the same time, they exchanged journalistic skills in the "dry - difficult - miserable" energy field, including how to exploit and use technical terms, build stories and new perspectives to approach readers.
