Presenting a summary report on the activities of the Party Central Office and the provincial and municipal Party Committee offices from June 2022 to present, comrade Le Khanh Toan, Deputy Head of the Party Central Office, stated that despite facing many difficulties and pressures from changes in functions, tasks, organizational structure, staff, and increasingly large workloads, high requirements on progress and quality of the Central, provincial and municipal Party Committees in the new situation, the Party Central Office and the provincial and municipal Party Committee offices across the country have overcome many difficulties and challenges, completed a large volume of work, achieved high quality, and increasingly better met the leadership and direction requirements of the Central Executive Committee, the Politburo , the Secretariat and local Party Committees.

The work of the Party Committee's office closely follows the assigned political functions and tasks, sets out annual key programs, has monthly, quarterly plans and plans between two sessions of the Central Committee and the provincial executive committee, to effectively implement the work programs, especially promoting the concretization and successful implementation of the Resolution of the 13th National Party Congress and the resolutions of the Party Congresses of provinces and cities, advising leaders, directing the organization and serving the Party Congresses at all levels towards the 14th National Party Congress. The arrangement of the apparatus and cadres is in the spirit of being exemplary, pioneering and in accordance with the set goals and roadmap, while ensuring no interruptions, good and orderly implementation of the Party Committee's office tasks...

The papers submitted and presented at the conference contributed to comprehensively reflecting the results and practices of Party Committee office work; sharing experiences to continue innovating and improving the quality of advisory work, synthesis, analysis and forecasting capacity; focusing on synchronizing digital infrastructure, promoting digital transformation from the province to the commune, promoting digital transformation in the office and Party agencies; strengthening training and guidance on office work, document work, archiving and digitizing documents; ensuring the safety of information systems; perfecting the system of financial documents, assets, regimes and policies to keep up with the operations of the two-level local government apparatus.

The conference focused on discussing and agreeing on key tasks in the coming time. These include improving the quality of strategic, important, and confidential advisory work; synthesizing information to serve leaders; promoting investment and application of information technology and cryptography; developing digital human resources, data management capacity, ensuring safety, network security and information security, etc.

Speaking at the conference, Standing member of the Secretariat Tran Cam Tu emphasized that over the past three years, the Party Central Office and the provincial and municipal Party Committee offices have upheld their sense of responsibility and made efforts to complete a huge amount of work with increasingly improved quality and efficiency, helping the Party Central Executive Committee, directly and regularly the Politburo, the Secretariat, the Standing Secretariat and the standing committees and standing committees of the provincial and municipal Party Committees in leading, directing and operating the work. This is the outstanding effort of the Party Central Office and the provincial and municipal Party Committee offices.

Orienting a number of key tasks in the coming time, the Standing member of the Secretariat suggested that the Party Committee office system focus on thoroughly grasping and seriously implementing the three major orientations that General Secretary To Lam directed, namely, to promptly digitize all documents and work records, build a standard shared data warehouse, ensure security, safety and sustainability; standardize processes, shorten processing time, fast and accurate retrieval; develop digital capacity for office staff, combine discipline with creativity to advise concisely, on the right job, on time, easy to implement. The results and effectiveness in serving the leadership and direction of the Central Executive Committee, the Politburo, the Secretariat, and Party Committees at all levels are both the goal and the measure of the work of the Party Central Office and Party Committee offices.

The Party Central Committee Office and the provincial and municipal Party Committee Offices continue to closely follow their functions and tasks, thoroughly grasp new and important resolutions, directives and conclusions of the Central Committee and provincial and municipal Party Committees to effectively implement the plans and programs set out; strengthen close and timely coordination with relevant agencies, truly be the coordination and synthesis center to ensure advice to help the Central Executive Committee, the Politburo, the Secretariat, and provincial and municipal Party Committees lead and direct the successful completion of the Resolution of the 13th National Party Congress; effectively deploy the socio-economic development plan, well prepare the content and organize to successfully serve the 14th National Party Congress.

The work of the Party Committee's office closely follows the work programs and plans of the Party Central Committee, the Politburo, the Secretariat, the Executive Committee, the Standing Committee of the Provincial Party Committee, and the City Party Committee; grasps the domestic and international situation, proactively does a good job of advising, proposing major policies, viewpoints, and solutions of strategic significance in all fields, especially new, sudden, complicated, important, and unprecedented issues; constantly innovates and improves the quality of appraisal, comments, and proposals on reports and projects submitted to the Party Central Committee, the Politburo, the Secretariat, the Executive Committee, and the Standing Committees of the Provincial Party Committees and City Party Committees; strengthens information with forecasting and new discoveries; advises on preliminary and final summaries of practices, especially new and creative models and methods that are effective at all levels, contributing to providing scientific and practical arguments for the development of projects submitted to the Central Committee, the Politburo, the Secretariat, and Party Committees at all levels...

Comrade Tran Cam Tu raised the requirement to continue to strongly innovate thinking, leadership and direction methods, promptly amend, supplement and perfect working regulations; consolidate and perfect the apparatus of the Party Central Committee Office, the offices of provincial and municipal Party Committees to be suitable, scientific and professional; thoroughly overcome outdated thinking and habits to improve work efficiency; promote digital transformation, apply digital technology in conjunction with reforming administrative procedures, operating processes and methods of organizing online conferences and seminars; build unified professional standards from the Central to the grassroots level, standardize processes, strongly shift from manual to digital processes, standardize records, work, digital signatures, digital schedules, digital work assignments, digital reports and shorten processing time to ensure progress, quality and efficiency of work.

Noting that the construction of a standard shared data warehouse is an invaluable asset of the Party, comrade Tran Cam Tu emphasized that this data warehouse must be standardized in structure, security, and information safety at the highest level, while being sustainable to serve the work of analysis, forecasting, and long-term strategic decision-making; paying attention to planning, training, fostering, and using staff, doing a good job of training, exchanging expertise, skills, and experience, improving the level of staff work, serving to better meet the requirements of tasks in the new situation.

On behalf of the leadership of the Party Central Office, comrade Lam Thi Phuong Thanh, Deputy Chief of the Standing Office of the Party Central Office, launched an emulation campaign to welcome the 14th National Party Congress and the emulation movement from now until the National Conference on the work of the Provincial and Municipal Party Committee Offices (2027).

Receiving the instructions of the Standing Secretariat, comrade Pham Gia Tuc emphasized that the Party Central Office, provincial and municipal Party Committee offices continue to promote tradition, high determination, great efforts, drastic and effective actions, well complete assigned tasks, thoroughly grasp the instructions of General Secretary To Lam during working sessions with the Party Central Office.

Regarding the requirements of tasks in the new situation, comrade Pham Gia Tuc suggested that the Party Committee Office be more proactive, creative, and scientific, improve the quality of advisory and synthesis work; appraise the quality of content according to the authority of the projects submitted to the Politburo, the Secretariat, and the Standing Committees of the provincial and municipal Party Committees; continue to advise the Party Committee to lead, direct, organize, evaluate, and effectively implement the resolutions, conclusions, and regulations of the Party Central Committee, the Politburo, and the Secretariat, especially the new policies and newly issued Central Resolutions.

The leaders of the Central Party Office awarded Certificates of Merit from the Chief of the Central Party Office to a number of offices of provincial and municipal Party Committees.

After the conference, for recommendations under the authority of the Central Party Office, the Office's leaders will direct relevant units to study, review and work directly with the leaders of the provincial and municipal Party Committees to resolve before December 31, 2025. For recommendations not under the authority, the Office will continue to coordinate with relevant agencies to advise and propose to competent authorities for consideration and resolution.

At the conference, comrade Tran Cam Tu awarded the Emulation Flag of the Central Party Office to 5 Provincial and Municipal Party Committee Offices including: Hanoi, Hai Phong, Quang Ninh, Lao Cai, Dong Thap.
