In the draft circular amending and supplementing a number of articles of the Regulations on university and college admissions in preschool education, the Ministry of Education and Training plans to amend and supplement 2 clauses in Article 18 of the current regulations on organizing early registration and admission.
The draft states that training institutions can organize early admissions in an appropriate manner to select candidates with outstanding abilities and academic achievements. The early admission quota is determined by the training institution but must not exceed 20% of the quota for each major or group of majors. The school ensures that the admission score for early admissions is not lower than the admission score for the general planned admission round.
This new point has attracted the attention of not only training institutions but also candidates before the 2025 university admission season. After a period of collecting opinions, university representatives expressed different views on this regulation. While many cases expressed concern that reducing enrollment quotas or early admission would affect the enrollment plan, there were also some opinions expressing support and even suggesting to abolish early admission to conduct a general admission round.
Speaking at the Government press conference on the afternoon of December 7, Deputy Minister of Education and Training Hoang Minh Son said that many experts and people working in admissions suggested eliminating early admission. The Ministry will consider this, considering whether to shorten this rate or eliminate early admission to create fairness, Mr. Son said.
Does it affect the candidate's admission?
Thus, in case there is no more early admission, universities will conduct a general admission round for all methods according to the regulations of the Ministry of Education and Training. During this prescribed period, schools will simultaneously receive applications for admission to the school using many different methods: high school graduation exam scores, high school study scores, competency assessment exam scores, specialized competency assessment exam scores, etc.
In case of early admission being eliminated, how will university admission registration in the 2025 admission year be? This is a question raised by students. According to representatives of some universities, the elimination of early admission will not change the choice of subjects or the admission method of candidates.
Associate Professor, Dr. Tran Thien Phuc, Vice Principal of the University of Technology (Ho Chi Minh City National University), said that if the early admission method is completely eliminated in university admissions in 2025, it will not affect candidates' participation in university admissions by other methods. According to Associate Professor Phuc, in 2024, even if admitted candidates are eligible for early admission, they will still re-register their wishes on the general admission support system of the Ministry of Education and Training in the first round. Next year, if early admission is no longer available, registration of admission wishes can still be done in that form. Candidates can participate in admissions to many schools, by many methods and place their wishes in order of priority.
"The basic form of registration for admission remains unchanged. If there is any change, it is the psychology of the candidates. If they have been conditionally admitted through the early admission process, they can feel more secure when registering their wishes on the common system," Associate Professor Phuc commented.
Dr. Nguyen Quoc Anh, Vice Principal of Ho Chi Minh City University of Technology, also shared: "If there is a case of early cancellation of admission, this will not affect the candidates' choice of subjects in university admission. Because the schools still do not change the admission methods but only adjust the admission time according to the regulations of the Ministry of Education and Training".
However, according to Dr. Quoc Anh, if in recent years candidates have had less pressure from exams because most candidates have been admitted to universities before taking the high school graduation exam, then eliminating early admission next year will certainly affect candidates' psychology and increase exam pressure because at that time candidates have not yet determined their ability to be admitted.
The draft circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education was announced by the Ministry of Education and Training for comments from November 22 and will end on January 22, 2025.
