Speaking at a security conference in China yesterday (September 13), Russian Deputy Defense Minister Alexander Fomin said that Russia has unique experience in countering various types of Western weapons in Ukraine and is ready to share this experience with its partners, according to RIA news agency. Mr. Fomin also stated that Russia's military campaign in Ukraine has recreated modern warfare and shown that Russian weapons are capable of defeating Western weapons.

US, UK discuss long-range missiles
Fomin made the statement in the context of the West sending Ukraine long-range missiles such as ATACMS and Storm Shadow/SCALP. So far, Kyiv has only used these missiles against Russian forces in the Crimean peninsula and the Donbass region in eastern Ukraine, according to RT.
However, The New York Times on September 12 quoted European officials as saying that US President Joe Biden appeared to be about to allow Ukraine to use long-range missiles provided by the West to strike deep into Russian territory, as long as it did not use ATACMS sent by the US. This issue will be discussed during British Prime Minister Keir Starmer's first visit to Washington DC on September 13 (US time).

The UK has signalled to the US that London wants to allow Kyiv to use Storm Shadow/SCALP (developed jointly by the UK and France) to strike military targets inside Russia, but wants explicit permission from President Biden to demonstrate a coordinated strategy with the US and France. US officials have revealed that Mr Biden has not yet made a decision, but will hear from Mr Starmer on September 13.
If approved, allowing Kyiv to use Western-supplied long-range missiles to strike deep into Russian territory could help Ukrainian forces hold their ground after seizing Russian territory, as they did in their assault on the Russian province of Kursk last month. However, Biden has been reluctant to allow Ukraine to use American weapons to strike Russian soil, especially after warnings from U.S. intelligence agencies that Russia could retaliate by helping Iran target U.S. forces in the Middle East, according to The New York Times .

New warning from Mr. Putin
Meanwhile, Russian President Vladimir Putin on September 12 affirmed that Ukraine is not capable of using long-range weapons systems provided by the West, according to RT. He noted that attacks using such weapons would require Ukraine to have intelligence from NATO satellites, while the data needed for firing could "only be provided by NATO servicemen."
Mr Putin warned that if the decision to allow Ukraine to use Western long-range weapons to attack Russian territory was implemented, it would mean that NATO countries were directly involved in the conflict in Ukraine. "Their direct involvement, of course, would greatly change the nature of the conflict. Therefore, Russia will make appropriate decisions based on the threat we face," Mr Putin stressed.
US Secretary of State: Ukraine joining NATO is irreversible
In response, Polish Prime Minister Donald Tusk said yesterday that he was not worried about President Putin's warning, according to Reuters.
"It is necessary to take all events in Ukraine and on the Ukrainian-Russian frontline seriously, but I would not take too seriously the latest statements from President Putin. They show the difficult situation that the Russian side is facing on the frontline," Tusk said at a press conference.
Russia accused of attacking grain ship
Ukraine on September 12 accused Russia of launching a strategic bomber missile at a civilian grain ship in the Black Sea near Romania late on September 11. This is the first time a missile has hit a civilian grain ship at sea since Russia began its military campaign in Ukraine on February 24, 2022, according to Reuters.
Romania's foreign ministry said on Thursday that the attack on the grain ship was an "unprecedented escalation" in the Russia-Ukraine conflict. US Ambassador to Ukraine Bridget Brink "strongly condemned" the attack and said Moscow was responsible. The Kremlin declined to comment on the accusation on Thursday, according to Reuters.
