State Bank innovates the work of evaluating and classifying officials

On November 24, in Hanoi, the State Bank of Vietnam held a seminar on "Innovation in the work of reviewing, evaluating and classifying the quality of collectives and individuals according to Regulation No. 366-QD/TW at the State Bank".

Attending the seminar were comrades: Bui Thi Quynh Van, member of the Party Central Committee, Deputy Head of the Central Organizing Committee; Truong Hai Long, Deputy Minister of Home Affairs; representatives of central and local departments, ministries, branches, experts, speakers and leaders of units under the State Bank.

Speaking at the opening of the seminar, Deputy Governor of the State Bank Doan Thai Son emphasized: “The 13th Party Congress has clearly identified that personnel work is the 'key of the keys'. In the stages of personnel work, personnel assessment is considered the 'opening stage', the 'preliminary stage', and the basis for accurately and effectively implementing all other stages. Therefore, correctly, accurately and substantially assessing the capacity of both collectives and individuals is the core problem of public administration management.”

On August 30, 2025, the Central Executive Committee issued Regulation No. 366-QD/TW on reviewing, evaluating, and classifying the quality of collectives and individuals in the political system. This is an important legal basis, a breakthrough in terms of thinking, methods, and modern approaches to the work of evaluating cadres. The regulation sets out a new, modern approach, combining qualitative and quantitative criteria; paying special attention to results and outputs, based on the progress and quality of task performance, associated with the responsibility of the head.

To specify the Party's policy in Regulation 366, the Government is finalizing the draft Decree regulating the assessment and classification of quality for administrative agencies and civil servants. The draft Decree is built in a modern direction, quantifying to the maximum by performance measurement indicators (KPIs).

According to Deputy Governor of the State Bank Doan Thai Son, to ensure the effective implementation of Regulation 366, the State Bank has proactively approached modern assessment models early. The Department of Personnel Organization is the focal point that has conducted a survey in Khanh Hoa province - a pioneer in applying the quantitative assessment system according to KPI; worked with commercial banks with effective human resource management models, and discussed with consulting units specializing in strategic management, human resources and digital transformation.

“The research and development of regulations on assessing the level of task completion of units and individuals under the State Bank is carried out to comprehensively innovate assessment methods; standardize the process of assigning goals, develop a list of tasks and unify monitoring and evaluation methods and criteria. This regulation helps to link the core tasks of each unit and individual with the strategic goals of the State Bank, at the same time promote the responsibility of the head and create motivation for innovation, creativity, and improve the quality, effectiveness and efficiency of operations,” Deputy Governor Doan Thai Son emphasized.

In parallel, the State Bank is building evaluation software - a tool to help digitize task data, monitor progress, synthesize reports and support forecasting of human resource needs... When put into operation, the system will create a unified data platform to serve operations and supervision, gradually forming a modern human resource management model of the Central Bank.

The State Bank also conducted a wide survey throughout the system. The results showed that all units were clearly aware of the need to innovate the assessment work; at the same time, they pointed out the difficulties and challenges. This is an important basis for the State Bank to build a set of assessment criteria according to KPI in a suitable, feasible and practical way.

The State Bank's leaders determined that innovation in assessment work is not only a change in management techniques, but also a change in public service culture: from emotional assessment to product-based assessment; from assigning tasks based on habits to assigning tasks based on strategic goals; from year-end summaries to continuous monitoring; from viewing assessment as an administrative procedure to a tool for managing and developing human resources. The new assessment system will contribute to improving policy management capacity and become an important strategic management tool of the banking industry in the coming time.
