Banks increase lending to business households after tax exemption

Under the new regulations, business households are required to use electronic invoices with tax authority codes and declare their full revenue. This helps manage finances more effectively, while creating transparent data for banks to evaluate credit and implement automatic lending.

Banks take strong action

Responding to Decree 70/2025/ND-CP on strengthening tax management for business households, many banks have quickly implemented practical support programs: free sales applications, issuing electronic invoices specifically for small traders, business households and micro-enterprises.

From June 1, about 37,000 business households with revenue of over 1 billion VND/year, operating in fields such as food and beverage, accommodation, retail, passenger transport... are required to issue electronic invoices from cash registers directly connected to tax authorities.

However, many households are still accustomed to manual recording and using pocket calculators. In particular, many older people with limited access to technology have difficulty making the transition. In addition, the initial investment cost for equipment and software, which can be up to tens of millions of VND, is a major barrier for small businesses.

Faced with this reality, a series of banks have proactively taken action. TPBank provides an mPOS solution, a mobile card swiping device integrated with electronic invoices, helping sellers easily manage revenue and report taxes. According to EY, the Postpaid Wallet product, a collaboration between TPBank and MoMo, has supported more than 50,000 small businesses to access flexible capital without collateral.

MB is also not out of the digital transformation race for business households. This bank has deployed the mSeller application for free, a sales management platform that allows for creating orders and making payments via dynamic QR codes, while simultaneously issuing electronic invoices and synchronizing data for tax declaration.

Mr. Vu Hong Phu, member of MB's Executive Board, said: "More than 15,000 small businesses such as grocery stores, restaurants, home appliance stores... have successfully applied mSeller without having to hire accountants or invest in new equipment."

Many other banks are also accompanying business households in the transformation process. Vietcombank has launched a free consulting program on financial reporting, guidance on applying e-invoices and supporting households in converting to enterprises. Last year, more than 2,000 households registered as enterprises, of which 70% successfully applied e-invoices.

Techcombank joins hands with Misa and Sapo to launch a digital transformation program specifically for small businesses. The program offers more than 50% discount on sales and accounting software costs, supports digital signature integration and electronic banking connection. Notably, small businesses can also borrow up to 500 million VND through the Shopcash application and pay taxes via eTax Mobile for free.

From connecting electronic invoices to expanding loan support

Sharing about the implementation of electronic invoices generated from cash registers according to Decree 70/2025/ND-CP, Mr. Nguyen Hoa Bac, Head of the Department of Management of Business Households, Individuals and Other Revenues (Tax Department of Region II) said that in the coming time, the tax authority will coordinate with units such as banks to provide additional support in terms of loans, creating favorable conditions for business households to develop. At the same time, technology solution companies will also participate in supporting the management of goods, cash flow and business strategy orientation, which are very practical and beneficial factors for small businesses.

On the banking side, Mr. Nguyen Thien Tam, Director of the Digital Banking Center (BVBank), commented that one of the biggest barriers today is accessing loans at reasonable costs. Most business households still have to borrow under their personal names with low limits, not enough to meet operational needs.

There are still many limitations in proving income and assessing credit. However, Decree 70 is expected to create a breakthrough when data from electronic invoices helps business households control their revenue, goods sources, and costs more clearly, thereby creating a foundation for banks to build automatic, online credit models.

BVBank is currently developing an automated lending model, based on real data from sales management software and electronic invoices. By integrating these data sources, the bank can evaluate credit more quickly and accurately, suitable for each business household. It is expected that in 2025, the model will be piloted through partners providing intermediary payment solutions.

“We believe that this is an effective direction, helping business households – especially in border areas and specific industries – to easily access capital, thereby developing sustainably,” Mr. Tam emphasized.

Not only BVBank, but also some other banks have stepped up their support. For example, Standard Chartered Vietnam has cooperated with Misa to deploy a capital financing solution based on electronic invoices, allowing small businesses to borrow without collateral. According to EY, the program has supported more than 5,000 business households in Hanoi and Ho Chi Minh City, with an approval rate of up to 90%.

VPBank representative also said that the bank is implementing many flexible financial products for business households, individuals and small business owners (CommCredit customers).

Notably, unsecured loan products without collateral can provide a limit of up to 1 billion VND, with flexible loan terms from 12 to 60 months. In addition, customers can choose monthly or quarterly payment terms, suitable for actual cash flow, especially useful for those who need to expand their model, invest in equipment or increase production scale.
