Determined to digitally transform the Tax sector
On the afternoon of September 8 in Hanoi, the Tax Department organized the Digital Transformation Fair to celebrate the 80th anniversary of its Traditional Day (September 10, 1945 - September 10, 2025). The event was attended by leaders of central agencies, representatives of the Ministry of Public Security , the Ministry of Finance, the Ministry of Science and Technology, and many associations, corporations and technology enterprises.
Mr. Mai Son, Deputy Director of the Tax Department, emphasized: Digital transformation in the 2025-2030 period is built on the information technology (IT) platform of the industry that has been developed over the past 30 years. The current system has been deployed synchronously across all tax management functions, from registration, declaration, tax payment, obligation management to taxpayer support.
The Tax Industry hopes to continue receiving attention from the Government, the Ministry of Finance , coordination from ministries, branches and support from the business community, especially corporations and technology companies in consulting and providing services.
Within the framework of the fair, many IT products and applications serving tax management and supporting taxpayers were displayed. This is the initial result in the digital transformation journey, demonstrating the spirit of accompanying businesses and people.
According to the representative of the Tax Department, the implementation of e-Tax services and e-invoice systems nationwide has concretized administrative reform policies, reduced compliance time and costs, and marked a breakthrough in innovation in management methods. These efforts are highly appreciated by the business community and reflect the determination of the industry.
The Tax sector has gradually applied new technologies such as artificial intelligence (AI), big data, and taxpayer support tools in the form of virtual assistants and chatbots. Thanks to that, tax management is increasingly modern and effective, creating maximum convenience for taxpayers, affirming the image of a professional - transparent - honest - innovative management agency.
However, entering the current stage, the industry also faces many challenges: increasing budget collection requirements; rapidly increasing number of taxpayers; expanding scope and scale of operations; digital economy and cross-border e-commerce pose new management requirements; while the apparatus needs to be streamlined and human resources need to be renewed.
Therefore, digital transformation is identified as a comprehensive and key solution. This is not only the application of IT to existing processes but also the process of comprehensively redesigning business processes, with taxpayers as the service center. The entire journey, from registration, declaration, payment, tax refund to inspection, examination, and enforcement, will be integrated intelligently and smoothly.
At the same time, strengthening risk management and using digital data will help manage more effectively and increase voluntary compliance. This is a necessary step for the Tax sector to comprehensively modernize management work, increase transparency and service efficiency.

Resolution 57 and orientation for tax system reform
On December 22, 2024, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. According to the resolution, this is the most important driving force to modernize the productive forces, innovate national governance, develop the socio-economy, prevent the risk of falling behind and bring the country to breakthrough development.
Implementing the spirit of Resolution 57 associated with the Tax System Reform Strategy 2021-2030, the Tax sector aims to perfect synchronous, fair, and effective policies; build a streamlined, professional apparatus; and promote comprehensive digital transformation. This is the guiding principle to complete the strategic goal, build a modern, effective, and efficient Tax sector, based on three pillars: complete and synchronous management institutions; professional and honest human resources; modern and integrated IT.
At the fair, many of the world's leading technology corporations such as IBM, Microsoft, HP, Google, Dell participated, introducing AI solutions, chatbots, and modern hardware devices. In addition, domestic enterprises such as NCS, Bkav, Mobifone, CMC, Tecapro, Viettel, VNPT, KiotViet, Sapo, Misa and FPT also brought many application solutions.
Notably, FPT showcased a diverse ecosystem from digital storage, smart training, automation - AI to digital office. Solutions directly serving businesses and taxpayers include FPT.eInvoice, BizNext, FPT.ePIT, FPT.CA, FPT.TVAN, FPT.eTax, FPT Digital Accounting. After more than 30 years of companionship, FPT has developed more than 20 core IT systems, serving millions of taxpayers and businesses.
"Following the direction of Resolution 57, businesses will continue to stand side by side with the Ministry of Finance and the Tax sector, creating a transparent and effective 4.0 tax system, the foundation for a modern, prosperous and sustainable Vietnam," FPT representative pledged.
During the program, discussion sessions were held with two main topics: "Restructuring the Tax sector's IT system to meet digital transformation requirements" and "Digital transformation solutions to support businesses and business households according to Resolution 68-NQ/TW". This is an opportunity for the Tax sector to listen to opinions from ministries, sectors, experts and technology enterprises.

According to the leader of the Tax sector, to realize the goals, the Tax sector is implementing a plan to restructure the IT system - considered the "backbone" for electronic tax management, automation, centralized processing, and decision making based on data analysis.
Along with that is reforming administrative procedures, simplifying processes, digitizing all business operations, measuring taxpayer satisfaction and building a KPI system to evaluate the effectiveness of civil servants in the digital environment.
Firstly, perfecting institutions and legal policies suitable for the digital age, promoting comprehensive digital transformation, facilitating enterprises, and improving management effectiveness.
Second, develop a big data ecosystem, apply AI in analysis, deploy virtual assistants, chatbots, and voicebots to provide instant policy answers and enhance risk management tools.
Third, connecting the entire data process with the national database and ministries and branches, forming an open, automatically interconnected management system, helping taxpayers more conveniently fulfill their obligations, while improving management efficiency.
Fourth, by 2025, provide 100% of full administrative procedures, connect with the National Public Service Portal, bring the most convenient electronic services to taxpayers.

The Tax Industry Data Center has been deployed according to the main and backup center model, applying modern technology with a 99.98% availability level, operating stably 24/7. On this platform, the industry is building a fully functional application system to support management and serve taxpayers better and better. The system also integrates online taxpayer support services, providing timely and transparent policy information. Along with that, applications on risk management, big data analysis, and artificial intelligence in taxpayer support are also being strongly deployed. All are aimed at building a smart, modern electronic tax system, serving the maximum needs of people and businesses.
