In mid-August 2023, at the Tam Dao Regional Tax Department, I noticed the busyness of each officer and civil servant in the entire Department when carrying out propaganda and supporting taxpayers to fulfill their tax payment obligations in accordance with the law.
In order to manage taxes, fees, charges, and other revenues of the State budget, the staff of the Tam Dao Tax Department in particular and the staff of the entire tax sector are accelerating the implementation of reviewing personal tax code data.
Mr. Nguyen Dang Hung, Head of Tam Dao Tax Department, said: Implementing plan No. 18 dated April 7, 2023 of the Provincial Tax Department on implementing the review and standardization of personal tax code data, Tam Dao Tax Department has advised the District People's Committee to issue documents and establish a Steering Committee to review and standardize personal tax code data in the two districts of Tam Dao and Tam Duong.
At the same time, send documents to agencies, administrative units, public service units, unions, enterprises, and economic organizations in the area to coordinate implementation. Assign specific tasks to each tax team and each officer in the implementation team. By July 24, 2023, the Department had reviewed 6,588/21,208 tax codes that needed to be reviewed, reaching nearly 32%.
However, currently, the implementation of reviewing and standardizing personal tax codes still faces many difficulties. In addition to the difficulties of large areas and limited human resources, some taxpayers are seasonal workers at enterprises who are currently not working and cannot be contacted.
In addition, many businesses are no longer operating in the area and have no contact information, so there is no basis for updating information.
For individuals who have electronic transactions and have phone numbers provided by the Tax Department, they do not cooperate because they are wary and afraid of being scammed.
In particular, non- agricultural tax codes account for a high proportion of 41.4% of the total tax codes that need to be reviewed. Meanwhile, coordination with communes, towns, and police agencies to provide information is still difficult and time-consuming...
To ensure synchronization of tax data with the national population database, moving towards using personal identification codes instead of tax codes, the Provincial Tax Department promptly issued Decisions to establish Steering Groups and Implementation Groups to review and standardize personal tax code data in the province.
Develop a detailed implementation plan and assign specific tasks and implementation targets to each department and each regional Tax Branch according to the roadmap and stages from now until the end of the year.
Along with that, the Tax sector has promoted propaganda and encouraged individual taxpayers to update and change their tax registration information accurately, facilitating the review and standardization of personal tax code data of the sector quickly, conveniently and with high results.
As of August 9, 2023, the Tax Department has reviewed and standardized personal tax code data of 54,001/330,467, reaching 16.34% of the plan.
The reason why the roadmap for reviewing and standardizing personal tax codes in the province is not high is because the number of taxpayers, dependents, and non-agricultural tax codes that need to be reviewed is large, spread across many areas, requiring a lot of time to implement.
Many income payment units have not yet reviewed and standardized the information of officers and employees under their management, mainly administrative units. In addition, some individual taxpayers no longer live and work in the province, lacking contact information, making it difficult to review and standardize personal tax codes.
The Tax sector is continuing to promote propaganda work, drastically implementing measures to review and standardize personal tax code data according to the roadmap and stages from now until the end of the year under the direction of the General Department of Taxation to ensure correct, sufficient, clean data, and synchronize tax data with the national population database.
The Tax Industry also encourages individual taxpayers to update and change their tax registration information accurately, facilitating the industry's review and standardization of personal tax code data quickly, conveniently and with high results.
