TPO – Due to the persistently high flood levels and the reduced ability of tides to drain floodwaters into the sea, flooding in low-lying areas along rivers and outside the dikes in Hanoi , Bac Giang, Bac Ninh, Thai Nguyen, Ninh Binh, Nam Dinh, Thai Binh, Ha Nam, and Hai Duong may last for several more days.
This morning (September 13th), flood levels in the upper reaches of rivers in Northern Vietnam have significantly decreased, falling below alarm level 1 on rivers such as the Thao River in Yen Bai, Bao Ha, Lao Cai , and the Lo River in Tuyen Quang. However, the situation remains very complex on rivers in the midland and delta regions of Northern Vietnam.
Flooding on the Cau River in Bac Ninh peaked at 7.79m last night, 1.49m above alarm level 3, and only 5cm away from the historic flood of 1971. At 1 AM this morning, the flood level was still 7.74m, 1.48m above alarm level 3. Forecasts indicate that flooding on the Cau River will recede very slowly today and tonight, remaining above alarm level 3.

Floods on the Hoang Long River in Ninh Binh remain high despite having passed their peak. At 1 AM this morning, the flood level at Ben De (Ninh Binh) was 4.88m, 0.88m above flood warning level 3. The floodwaters are receding very slowly, so the Hoang Long River will remain above flood warning level 3 today and tonight, making it one of the current flood hotspots.
At 1 AM this morning, the Thuong River at Phu Lang Thuong (Bac Giang province) reached a flood level of 7.06 meters, 76 centimeters above alarm level 3. Forecasts indicate that the floodwaters will recede very slowly and remain above alarm level 3 throughout today and tonight.
At 1 AM this morning, the Luc Nam River in Luc Nam (Bac Giang province) reached a flood level of 6.32 meters, 2 cm above flood warning level 3. The forecast for today is that the flood will stabilize but remain above flood warning level 3. From tonight, the flood level on the Luc Nam River will drop below flood warning level 3 and remain above flood warning level 2.
On the Thai Binh River in Hai Duong, the floodwaters are also receding slowly. At 1 AM this morning, the flood level on the Thai Binh River at the Pha Lai measuring point was 6.17m, 17cm above alarm level 3. Forecasts indicate that the floodwaters on the Thai Binh River will fall below alarm level 3 and remain above alarm level 2 today and tonight.
Flooding on the Red River in Hanoi subsided overnight. As of 6:00 AM this morning, according to data from the Hanoi City Disaster Prevention and Search and Rescue Command, the flood level was 10.05m, 45cm below alarm level 2, and 1.32m lower than its peak on the night of September 11th. Forecasts indicate that flooding on the Red River will gradually recede below alarm level 1 throughout today and tonight.
Given the flood situation described above, the National Center for Meteorological and Hydrological Forecasting warns that flooding will continue for several more days in low-lying areas, riverside areas, and alluvial plains outside the main dikes in the provinces/cities of Hanoi, Bac Giang, Bac Ninh, Thai Nguyen, Ninh Binh, Nam Dinh, Thai Binh, Ha Nam, and Hai Duong.
Rising floodwaters, if maintained for several days, can cause breaches in river embankments, landslides, and severely impact vulnerable riverside areas in Hanoi, Ha Nam, Nam Dinh, Hai Duong, Hung Yen, Thai Binh, and Ninh Binh.
Northern Vietnam is experiencing its worst floods in decades. In Hanoi, the Red River is at its highest level in 20 years, while the Thao River in Yen Bai has surpassed the 1968 record. This is also the first time in history that Thai Nguyen has suffered such severe flooding. In Bac Giang, the floods are comparable to those of 1986 and 2008, causing immense damage. As of noon on September 12th, the floods have resulted in 327 deaths and missing persons, with exceptionally large material losses.
The weather forecast for today and tomorrow in the North is dry and favorable for search and rescue operations following serious landslides in the affected areas. However, localized thunderstorms may occur in some areas in the late afternoon and evening, causing heavy rain for a short period.
