
The focus of the plan is to proactively respond to all natural disaster situations, ensure smooth communication to serve command and operation from the central to local levels, minimize damage and quickly restore operations after natural disasters.
Plan No. 1013/PA-SKHCN dated May 29, 2025 was developed based on the directives of the Central Government and Nghe An province, aiming to specify the tasks of natural disaster prevention, search and rescue and civil defense in the Science and Technology sector. The primary goal is to ensure communications security, protect telecommunications infrastructure, and mobilize maximum resources to be ready to respond to and overcome the consequences of natural disasters.

The plan clearly defines 3 phases: before, during and after the disaster, with specific requirements for each relevant unit. The pre-disaster phase focuses on reviewing and checking the information infrastructure system, developing response scenarios, and maintaining 24/7 on-call mode. During the disaster, priority is given to maintaining communication to serve command and control, timely warnings, and support for rescue forces. After the disaster, focus on restoring the network, summarizing, assessing damage, and drawing lessons for the next phase.
The Department of Science and Technology will inspect the work of ensuring communication at enterprises, request to overcome existing problems, and coordinate with the Department of Telecommunications and the Department of Industry and Trade to direct support for grid electricity and gasoline for BTS stations, especially in conditions of prolonged power outages.

Telecommunications companies in the area are required to proactively reinforce broadcasting stations, arrange transmitters, batteries, and mobile BTS vehicles in vulnerable areas; be ready to activate roaming between mobile networks when necessary. At the same time, coordinate to send warning messages to subscribers in disaster areas, maintain connections for command and rescue agencies and evacuation sites.
For postal enterprises, the requirement is to protect the network safety, ensure the transportation and delivery of postal items, especially KT1 documents of Party and State agencies. It is necessary to fully prepare materials, fuel, equipment, and vehicles to be ready to respond to situations of flooding, landslides, power outages, etc.
The plan also pays special attention to the task of ensuring communications for major political events, including Party Congresses at all levels. The Department of Science and Technology will coordinate with the Radio Frequency Center to strengthen the review, detection and timely handling of illegal signals, and prevent the use of telecommunications and postal networks to illegally disseminate information.

The plan clearly stipulates a 24/7 duty regime when natural disasters occur, and requires units to report promptly and periodically in full on the damage situation and recovery work. Forms and specific instructions have been sent with the official dispatch. The standing unit of the Department of Science and Technology is responsible for receiving, synthesizing and reporting the situation according to regulations.
The development of a plan for natural disaster prevention, search and rescue and civil defense in 2025 is a specific and practical step of the Science and Technology sector of Nghe An province to proactively respond to natural disasters in increasingly extreme and unpredictable weather conditions. This is also a premise for effectively protecting key information systems, contributing to the stability and overall development of the province.
