Resolution 43: Creating a new breakthrough for Da Nang
To implement Resolution 43 of the Politburo, the National Assembly soon issued Resolution 119 and Da Nang immediately started implementing the pilot model of urban government. Many experts believe that Da Nang city has many advantages to operate this model. And in fact, through the implementation, Da Nang has streamlined the administrative apparatus, promoted decentralization and delegation of authority, gradually enhanced the role and responsibility of authorities at all levels, and promoted democracy at the grassroots level.
Notably, the city has quickly decentralized and authorized more than 90 contents to help increase initiative for all levels.
Implementing Resolution 43, over the past 5 years, Da Nang has concretized 525 tasks set out in the plans and up to now the city has completed 113 tasks due, is implementing 390 tasks, of which 234 are regular tasks.
In particular, with the spirit of infrastructure first, Da Nang has mobilized many resources to continue modernizing and synchronizing urban infrastructure. In difficult conditions due to the impact of the Covid-19 pandemic, the city has also mobilized 52,000 billion VND in public investment and released more than 50,000 billion VND in resources.
In fact, after 5 years of implementing Resolution 43, Da Nang still has many limitations and has not achieved the expected goals, due to many different reasons. Therefore, in order for Da Nang to truly make a breakthrough according to Resolution 43, in addition to officially applying the urban government model, the city needs the Central Government to plan truly unique and outstanding mechanisms and policies. This issue has been approved by the Politburo when evaluating the results of Da Nang's 5 years of implementing Resolution 43.
From a small urban area in 1997, Da Nang's urban area has now expanded more than 3 times. According to the plan, by 2030 it will increase to more than 20,800 hectares with new urban development orientations, compact urban areas, and underground urban spaces.
With its available potential, advantages and space, along with new specific mechanisms and policies, Da Nang will develop to new heights.
