According to Ms. Bui Thu Thuy - Deputy Director of the Department of Private Enterprise Development and Collective Economy ( Ministry of Finance ), in fact, many policies in the Resolution are not new but have been mentioned in the policy research process over the past 20 years. However, the policies have not "touched" the problems of enterprises. The legal system and decisions to support enterprises, from technology transfer to investment, have not yet been clearly effective, because there is no synchronization or lack of determination to implement at the local level. Resolution 68 has marked a strong change in thinking from "management" to "service", from "big state" to "big service", as General Secretary To Lam stated.
In particular, the content of "not criminalizing economic relations", which has been mentioned for a long time but has not been widely applied, is now emphasized as an urgent requirement to create peace of mind for the private sector. However, every major reform faces difficulties in implementation. The shift from old thinking to new ways of doing things will have a strong impact on the habits and psychology of officials at many levels. But if no action is taken immediately, the opportunity will pass and business confidence will continue to erode. "Every revolution is difficult and painful to implement, affecting the daily habits of officials. But when the opportunity comes, if not done, it will be missed and a crime against the people and the country," Ms. Bui Thu Thuy emphasized.
From the business perspective, Associate Professor, Dr. Nguyen Trong Dieu - Chairman of the Vietnam Association of Private Enterprises said that right after the Politburo issued Resolution 68, many opinions called it "the second renovation", "a historical milestone", "a breakthrough". For the first time in history, the private economy - a sector that had faced many concerns and doubts - was placed at the center of the civil service to create and serve. For the first time in history, the private economy was given the responsibility of being "the most important driving force of the economy". "Resolution 68 has been considered the "starting shot" for a revolution not only in the private economy, not only in the economy, but also in the national governance strategy, creating a prosperous future for the Vietnamese people" - Associate Professor, Dr. Nguyen Trong Dieu emphasized.
Ms. Nguyen Thi Nga - Permanent Vice President of the Vietnam Association of Private Entrepreneurs, President of BRG Group, said that Resolution 68 has looked directly at the reality of the private economic sector, from the great contributions of the private economic sector to GDP, budget revenue, job creation, to inherent problems, causes and solutions. In fact, with the incentives and incentives given to the FDI sector in the past few decades, the domestic private economic sector is losing its competitiveness and is at risk of losing itself at home, although it still contributes nearly 60% to GDP, compared to the level of around 20% of the FDI sector. FDI currently accounts for 2/3 of Vietnam's export turnover, but the activities of FDI enterprises only focus on processing and assembling, bringing low added value and prioritizing the exploitation of cheap labor rather than expanding and developing core businesses in Vietnam.
On the contrary, the private sector still has abundant potential and huge room for development, from large enterprises to small and medium-sized enterprises. "Resolution 68, along with other timely resolutions in recent times such as Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59 on international integration in the new situation; Resolution 66 on innovation in law-making and enforcement to meet the requirements of national development in the new era... have brought great motivation, inspiration and confidence to us businessmen in the common cause of business development, contributing to the development of the country and fulfilling the social responsibility of each businessman" - Ms. Nguyen Thi Nga expressed.
"Opening the highway" for businesses but needing "signs" and instructions
Experts say that Resolution 68 has "opened the highway" for the private economy. However, implementation needs to be urgent, quickly institutionalized and fully provided with guidance and support so that businesses can take advantage of the policy.
Ms. Nguyen Thi Nga said that in recent times, during the meetings and working sessions with senior leaders of the Party and State, businesses have clearly seen the high political determination and the urgent atmosphere in researching, promulgating and organizing the implementation of changes. Most recently, the National Assembly issued Resolution No. 198 on a number of special mechanisms and policies for the development of the private economy, which took effect immediately. The Government also issued a series of synchronous resolutions on the implementation plan for Resolution 68 and the implementation plan for a number of special mechanisms and policies for the development of the private economy.
"We feel like we are living, working and contributing in the historical moment of the second "Renovation" period" - Ms. Nguyen Thi Nga expressed. However, according to Ms. Nguyen Thi Nga, the full, comprehensive and scientific institutionalization of Resolution 68 still needs to be implemented methodically, which is the core factor for the resolution to come into life, helping entrepreneurs feel secure in investing in business development, legitimately enriching themselves, and actively contributing to the overall development of the country to be worthy of the mission of being "the most important driving force of the economy".
Mr. Nguyen Kim Hung - Vice President of the Vietnam Association of Small and Medium Enterprises (VINASME) said that, in addition to Resolution 68, we can consider issuing a specific resolution or institution for small and medium enterprises to develop. "If we open the "highway", we need to let the majority in, not just corporations and large enterprises, but we need to open a separate resolution for the small and medium enterprise community so that they are protected and motivated to develop" - Mr. Nguyen Kim Hung said.
Accordingly, it is necessary to further specify by resolutions and institutions to transform 5 million individual business households into sustainable enterprises. At the same time, it is not enough to just pave the way, but there must be clear "signs" and "instructions for use" so that all businesses, regardless of size, can join the "highway" of development.
According to Mr. Dau Anh Tuan - Deputy General Secretary of the Vietnam Federation of Commerce and Industry (VCCI), Resolution 68 is a golden opportunity for reform, but putting the policy into practice requires initiative from businesses and support from authorities at all levels. Each ministry and sector should have its own reform initiatives to accompany businesses. Each locality needs to have specific targets for developing the private economic sector, and should even consider it as a competitive target in assessing leadership capacity.
"Each Secretary and Chairman of the Provincial People's Committee needs to have a clear goal of how to attract many new businesses and how to create an environment for existing businesses to develop. That is the way for Resolution 68 to truly come into life, becoming a driving force for development, not just a slogan" - Mr. Dau Anh Tuan emphasized.
Meanwhile, Mr. Phan Duc Hieu - Member of the Economic Committee of the National Assembly commented that the key point is to institutionalize the spirit of Resolution 68 into specific policies that are effective in practice. If the law is not amended, overlapping regulations and unreasonable business conditions are not eliminated, the resolution will only remain in writing.
