In his opening speech, Deputy Minister of Agriculture and Environment Le Minh Ngan emphasized that the 2024 Land Law and Decree No. 71/2024/ND-CP on land prices have initially shown effectiveness in practice, contributing to stabilizing the market, ensuring the rights of stakeholders, and promoting socio-economic development.

However, the implementation process also revealed some difficulties and obstacles, requiring continued improvement of legal regulations, especially those related to land prices. “Policies need to continue to be adjusted in a more favorable direction for businesses, in line with the spirit of Resolution No. 68-NQ/TU of the Politburo on developing the private economy into an important driving force of the economy,” Deputy Minister Le Minh Ngan emphasized.
Previously, at the Conference on removing difficulties for commercial housing projects, Prime Minister Pham Minh Chinh assigned the Ministry of Agriculture and Environment to urgently review Decree No. 71 to promptly amend and supplement it, creating favorable conditions for localities and enterprises in the process of law enforcement, contributing to the liberation of land resources and national development.
Deputy Minister of Agriculture and Environment Le Minh Ngan asked delegates to focus on the proposed amendments and supplements to land prices, especially two important valuation methods: the surplus method and the comparison method. These are key tools in determining land prices in accordance with the market and local practices.

Director of the Department of Land Management Dao Trung Chinh said that in the process of implementing the 2024 Land Law and Decree No. 71, the Ministry received many feedbacks from localities about difficulties and confusion in implementation.
On that basis, the Ministry of Research proposed to amend some contents on database, input information for valuation; surplus method; method of determining specific land price; construction of land price list; selection of valuation consultancy organization; standards for practicing land valuation; clarifying the responsibility of state management of land prices.
At the workshop, delegates enthusiastically discussed and pointed out shortcomings in current regulations, especially in determining investment rates, calculation methods, and publicizing specific land prices. Many opinions proposed to increase decentralization to localities in selecting consulting units, and at the same time recommended that the Ministry should soon issue detailed instructions to remove difficulties in implementation at the grassroots level.
Concluding the workshop, Deputy Minister Le Minh Ngan highly appreciated the enthusiastic and practical opinions of the delegates. The Ministry will fully absorb them to complete the dossier to amend Decree No. 71, submit it to the Government for consideration in a shortened order, ensuring the urgent requirement to remove bottlenecks in current land valuation work.
