Attending the conference were comrades: Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Bui Huy Vinh, Standing Deputy Secretary of the Provincial Party Committee; Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of departments, branches, localities and nearly 200 private enterprises in the province.
At the conference, delegates listened to Provincial Party Secretary Dang Xuan Phong thoroughly grasp the key and core contents of Resolution No. 68 of the Politburo on private economic development; Resolution No. 198 of the National Assembly on a number of special mechanisms and policies for private economic development.
The Provincial Party Secretary emphasized that along with the development of the business community nationwide, the number and quality of private enterprises in the province have been growing, from more than 200 private enterprises at the time of the province's re-establishment in 1997, to date, the province has more than 15,000 private enterprises out of a total of 18,000 enterprises. On average, there is 1 private enterprise for every 100 people.
Every year, the country's private enterprises contribute about 50% to GDP, while the province's private enterprises contribute about 30% to the province's GDP. Regarding budget revenue, currently, KTTN contributes about 30% to the country's budget revenue, while the province's private enterprises contribute more than 10%. Although this is a dynamic area in technological innovation and creative startups, in reality, the number of private enterprises of regional scale is not large.
Referring to Resolution No. 68 of the Politburo on developing the private economy, Provincial Party Secretary Dang Xuan Phong said that the Resolution sets out five breakthrough guiding viewpoints: The private economy is the most important driving force of the national economy , pioneering in promoting the country's industrialization and modernization; developing the private economy quickly, sustainably, effectively and with high quality is a key and urgent task; eliminating prejudices about the private economy, considering entrepreneurs as soldiers on the economic front; creating a transparent environment to promote the spirit of entrepreneurship and legal enrichment; strengthening the leadership of the Party and State to arouse patriotism and national pride.
The Provincial Party Secretary clarified 7 new points, 4 target groups, 8 task groups, and solutions to implement Resolution No. 68 and said that Resolution No. 68 is an opportunity and a launching pad for private enterprises to develop more and more. Because private enterprises are having very favorable conditions and opportunities, and have strong belief in innovation. Therefore, all enterprises and private enterprises need to make more efforts for a new Vinh Phuc, for a new Phu Tho province, and for a developed country.
Presenting Action Plan No. 285 dated June 4, 2025 of the Provincial Party Committee Standing Committee on implementing Resolution No. 68 of the Politburo on developing the private economy, Chairman of the Provincial People's Committee Tran Duy Dong emphasized: The plan sets the goal that by 2030, the development of the private economy will truly become the most important driving force of the economy; a pioneering force in innovation, creativity, and application of science and technology.
The plan sets out 7 targets, including 1 specific target of the province. Striving for the average economic growth rate of the private economic sector to increase by 12 - 13%/year, 1 - 2% higher than the target of Resolution No. 68 of the Politburo; the proportion of the private economic sector in the economy from 35 - 40%/year; the number of enterprises operating in the private economy is 20 thousand enterprises, 80 thousand business households. The growth rate of budget revenue of the private economy is 14 - 15%, accounting for 10.5 - 12.5% of the total budget revenue of the province. These are specific targets of the province.
To achieve these goals, the province has set out 8 key tasks: Innovation in thinking, high unity in perception and action, arousing national belief and aspirations, creating new impetus and new momentum for the development of the private economy.
Promote reform, improve and enhance the quality of institutions and policies, effectively ensure and protect ownership rights, property rights, freedom of business, and equal competition rights of the private economy.
Facilitate private enterprises to access resources of land, capital, and high-quality human resources. Strengthen connections between private enterprises in the FDI sector and domestic enterprises.
Form and develop large enterprises and private economic groups; provide substantial and effective support for the development of small and micro enterprises and business households. Promote business ethics, promote social responsibility, strongly promote the entrepreneurial spirit, and create all conditions for entrepreneurs to participate in national governance.
Chairman of the Provincial People's Committee Tran Duy Dong said that the Provincial People's Committee will issue a Plan to implement Plan No. 285 of the Provincial Party Committee Standing Committee, in which it will direct the establishment of a provincial Steering Committee to implement Resolution No. 68 of the Politburo; clearly assign responsibilities to each agency, unit, and locality in implementation.
