Proactively control the environment in industrial parks, clusters and craft villages

In the process of socio-economic development, Long An province identifies environmental protection as a particularly important factor, contributing to sustainable development. Along with many solutions, pollution control work in industrial parks, clusters (IPs) and traditional craft villages is being implemented drastically and synchronously by the province.

Currently, 28 industrial parks have come into operation and all invest in and operate centralized wastewater treatment facilities.

Centralized wastewater treatment plants are not overloaded yet.

To date, the province has 28/28 industrial parks eligible to receive investment with a total industrial land area of ​​4,278 hectares, of which 2,912.32 hectares have been leased (occupancy rate of 69.01%). Of these, there are 997 FDI projects with a total investment capital of 6,943.9 million USD and 953 domestic investment projects with a total capital of 140,632.6 billion VND.

In particular, all 28 operating industrial parks have invested in building centralized wastewater treatment plants in accordance with the provisions of the Law on Environmental Protection. These treatment systems operate regularly with a capacity sufficient or surplus to the total actual wastewater generated of about 55,000m³/day and night.

Regarding industrial parks, the province has 18 operating industrial parks with a total area of ​​857 hectares, with an occupancy rate of 90.99%. The total amount of wastewater generated at the operating industrial parks is about 6,000m3 /day and night. Of these, only 3 have not completed the centralized wastewater treatment system, including: Hoang Gia industrial park, Duc Hoa Dong industrial park and Duc Hoa Ha industrial park. However, wastewater at secondary enterprises in the above 3 industrial parks is preliminarily treated to meet QCVN 40:2011/BTNMT, column A before being discharged into the general drainage system.

Most of the waste treatment facilities in the industrial parks and clusters that have been put into operation are operating stably and at a lower capacity than the design capacity, so there has been no system overload. According to the Department of Agriculture and Environment, one of the important measures to ensure transparency and accuracy in pollution control is the automatic and continuous wastewater monitoring system. The province has synchronously deployed the monitoring of wastewater and emissions quality through automatic monitoring stations.

According to Deputy Director of the Department of Agriculture and Environment - Nguyen Tan Thuan, every year, the unit is assigned by the Provincial People's Committee to develop a plan for operating, monitoring and tracking data from monitoring stations. When detecting unusual signs such as exceeding environmental technical standards, the functional sector will remind, inspect, take random samples and strictly handle administrative violations in the environmental field. Monitoring work also includes monitoring the accuracy of transmitted data, transmission and reception rates, disconnection status, and unusual fluctuations. This helps the province proactively control pollution and promptly intervene when there is a risk of affecting the living environment.

In addition to the K and CCNs, the province also has 7 traditional craft villages recognized according to the province's criteria such as Binh An drum covering, Nhon Hoa rice paper, An Hiep conical hat weaving, An Hiep 1 bamboo and rattan weaving, Nhat Tao mat weaving, Ben Long bamboo and rattan weaving and Tan Tay apricot growing. The craft villages are mainly concentrated in the districts of Tan Tru, Duc Hoa, Thanh Hoa and Tan An city.

Most of these craft villages only generate small amounts of domestic wastewater, which is collected and treated in accordance with regulations, without causing environmental pollution. This is also a bright spot in the work of preserving and developing traditional values ​​associated with sustainable environmental protection.

Continue to remove "bottlenecks"

The province always pays attention to environmental protection in industrial production.

According to the Provincial People's Committee, environmental control at industrial parks and clusters has achieved many positive results in recent times. However, there are still some "bottlenecks" that need to be resolved soon. Among them, the wastewater treatment system at 3 industrial parks, especially at Hoang Gia Industrial Park, has not been completed.

According to the assessment, the Hoang Gia Industrial Park in Hamlet 2, My Hanh Nam Commune, Duc Hoa District (invested by Hoang Gia Long An Company Limited) has invested in the raw components of a centralized wastewater treatment area with a designed capacity of 1,500m³/day and night. However, machinery and equipment have not been installed and the system has not been put into operation. Wastewater generated from secondary enterprises is still flowing into the receiving source after being preliminarily treated. Over the past years, the Department of Agriculture and Environment has repeatedly inspected and urged, and this unit has committed to completing the system and putting it into operation in 2025.

For the two renovated industrial parks, Duc Hoa Ha and Duc Hoa Dong, due to the lack of infrastructure investment units, the implementation of wastewater treatment systems has encountered many difficulties. Pursuant to the provisions of Clause 5, Article 52 of the Law on Environmental Protection 2020, the People's Committee of Duc Hoa district is assigned the responsibility of investing, managing and operating environmental protection infrastructure works in the absence of investors.

The Department of Agriculture and Environment has advised the Provincial People's Committee to assign the Duc Hoa District People's Committee to implement the project from the end of 2023. However, up to now, these two industrial parks have not yet implemented the construction of wastewater treatment systems according to plan. Currently, the province continues to implement solutions to deploy wastewater treatment systems at these two industrial parks.

From the above results, it can be seen that the work of controlling environmental pollution in industrial parks, industrial clusters and craft villages in the province has been paid attention to, deployed, implemented and achieved many important results. However, to achieve the goal of sustainable development in the new period, the province continues to work with investors and enterprises to speed up investment progress, complete centralized wastewater treatment systems in industrial parks that do not have them. Strengthen actual monitoring and strictly handle violations of environmental protection. Improve the capacity of operating and calibrating automatic monitoring equipment. Promote cleaner, energy-saving and environmentally friendly production models in enterprises.

Besides, close coordination between the government, functional agencies and the business community is the key for the province to both develop strongly economically and protect the living environment for today and tomorrow./.
