Resolution 68 supports about 36.4 million workers affected by COVID-19
Resolution No. 68/NQ-CP on a number of policies to support employees and employers facing difficulties due to the COVID-19 pandemic has supported about 36.4 million employees, 394,000 employers and 508,000 business households. The total budget for support is about 45.6 trillion VND. The Government has developed and issued many policies to support and help workers and the poor during and after the COVID-19 pandemic.[/caption] The basic principles of these policies are: timely, targeted, public and transparent support; developing accessible criteria and conditions; ensuring that policies are feasible and effective, and that each subject only benefits once in a policy. Resolution No. 68/NQ-CP includes 12 policies to support workers and employers. Next, the Prime Minister issued Decision No. 23/2021/QD-TTg dated July 7, 2021, amended and supplemented by Decision No. 33/2021/QD-TTg dated November 6, 2021. The results of implementing support policies to date show that the whole country has supported about 36.4 million workers, 394,000 employers and 508,000 business households. The total support amount is about 45.6 trillion VND. However, in the process of implementing the above support policies, there are some limitations. First of all, in the initial phase, some contents are not yet close to reality, so they need to be revised and supplemented due to the requirement of rapid development. Many policy contents are unprecedented and in the context of the rapid, complicated and unpredictable development of the epidemic, the lack of a database system, analysis and forecasting tools leads to the assessment of policy impact, target data, and resources for implementing some policies that are not really suitable. In addition, in the implementation organization, some localities still lack consistency in leadership and direction of implementation, and the review of targets and allocation of funds are not timely. This leads to slow settlement and payment of policies due to the wide scope of implementation, diverse and complicated beneficiaries while resources are limited, having to organize and implement in the context of implementing epidemic prevention and control measures and at times, in some places, the coordination in leadership and direction of implementation is not tight, timely and effective. Along with that, the application of information technology in settling policies is still limited, leading to low accuracy in making lists, reviewing and verifying beneficiaries in many localities. However, in general, support policies have been issued quickly and promptly. The content of policies is built closely following practical requirements. Conditions, order, procedures and records are designed to be simple and flexible; implementation organization is deployed synchronously. The results have supported a large number of subjects in a short time, contributing positively to maintaining the stability of workers' lives, supporting employers to soon stabilize production and business activities, maintain jobs for workers, contributing to ensuring political security, stability, order and social safety. The success in building and implementing support policies according to Resolution No. 68/NQ-CP is thanks to the deep concern, wise, correct and timely leadership and direction of the Party, National Assembly, Government and Prime Minister. Along with that is the participation of the entire political system from central to local levels; the support, consensus and active participation of workers, employers and people; promoting proactiveness, creativity, flexibility, self-responsibility, with specific and timely guidance from ministries and branches. Furthermore, information and propaganda work plays an important role, helping policy beneficiaries, people, and implementing agencies understand the policies and viewpoints of the Party and State, the ideological content of each policy, and the procedures and steps of implementation. The promulgated policy is close to reality. Vice President of the Vietnam General Confederation of Labor Phan Van Anh assessed that Resolution No. 68/NQ-CP was issued close to the practical situation . The Ministry of Labor, War Invalids and Social Affairs actively coordinated with relevant ministries, departments and branches such as the Ministry of Finance , the State Bank of Vietnam, the Vietnam Social Security, the Vietnam Chamber of Commerce and Industry (VCCI)... to do a good job of consulting. Therefore, when implementing the Resolution into reality, the implementation has achieved many positive results. [caption id="attachment_604977" align="alignnone" width="750"]
The Government's policies support timely, targeted, public, and transparently; develop criteria and conditions for easy access; ensure that policies are feasible and effective, and that each subject only benefits once in a policy.[/caption] The policies under Resolution No. 68/NQ-CP and Resolution No. 126/NQ-CP are designed to be short-term and applied temporarily during the pandemic, and have basically fulfilled their set goals. The end date for implementing the policies has been determined in Resolution No. 68/NQ-CP. Policies to support employees and employers during the period of socio-economic recovery and development, and labor market recovery after the COVID-19 pandemic are transferred to implementation according to Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the Socio-economic Recovery and Development Program and the implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Program.
