Resolution 68 paves the way for private enterprises to raise capital through securities.

Experts believe that the stock market will play a key role in realizing the goal of developing private enterprises set out in Resolution 68.

On the afternoon of June 6, the Vietnam Institute of Directors (VIOD) coordinated with the Securities Commission to organize a workshop on "Resolution 68 on private economic development: What opportunities for listed and public enterprises?".

A representative of the State Securities Commission said that for Resolution 68, private enterprises have been identified as the most important force. The Resolution sets a target of 1 million private enterprises by 2030, and 3 million by 2045.

Accordingly, the stock market will play an important role in welcoming the new wave of businesses. Conversely, private enterprises also need to consider this an effective capital mobilization channel for long-term production and business activities.

"We see that for small and medium-sized private enterprises, accessing traditional capital sources such as credit often faces difficulties in terms of collateral or reputation. Therefore, raising capital through the stock market opens up a very important opportunity," said a representative of the Securities Commission.

The Committee is reviewing and perfecting legal regulations to have policies to help businesses access capital through private issuance and public issuance with transparency and wide information disclosure.

In addition, for private enterprises to be able to participate in the stock market, the role of improving corporate governance standards and disclosing information according to accounting and auditing standards is very important.

Mr. Phan Duc Hieu, a full-time member of the National Assembly 's Economic and Financial Committee, said that Resolution 68 will only truly create change when it is transformed into specific actions in each enterprise.

In the context of the institutional shift from "management" to "creation", private enterprises need to quickly adjust their thinking from passive to proactive, from short-term to long-term strategy.

"Corporate governance is not a distant concept but a vital tool for businesses to operate effectively, transparently and sustainably in a fiercely competitive environment," said Mr. Hieu.

This is also the time to accelerate digital transformation, sustainable development towards ESG, and build self-adaptive capacity.

"Resolution 68 is not the destination, but the beginning of a new journey," Mr. Hieu emphasized.

Private enterprises need to be treated equally.

During the discussion, Ms. Nguyen Thi Tra My - General Director of PAN Group - shared that before 1988, business people like her were often called "traders", even though they operated in essential fields such as seafood, rice, and fish sauce.

According to her, the issuance of Resolution 68 is an important milestone, helping private businesses gain more confidence to make long-term investments in agriculture , a sector with many risks and few incentives.

Ms. My recalled the time in 1995 when she managed an Austrian FDI company, enjoying many preferential policies, from taxes to land rent, contributing to its success. But when she and Mr. Nguyen Duy Hung established a purely Vietnamese enterprise in the agricultural sector, similar incentives were almost gone.

Although appreciating the direction of Resolution 68, Ms. My expects the institution to reform faster. The restructuring of subsidiaries in the group is still very complicated in terms of procedures.

"We just hope to be treated fairly like state-owned enterprises and FDI," said Ms. My, emphasizing the urgent need to accumulate land to develop raw material areas, especially in the context of a lot of land being abandoned but businesses having difficulty accessing it.
