Many small businesses want to grow
In recent years, Da Nang city has made many efforts to improve the investment and business environment; has policies to encourage and facilitate the development of enterprises, especially small and medium enterprises. This is demonstrated by the number of enterprises increasing more than 10 times compared to 2004, and the total capital increasing more than 34 times.

By the end of 2024, the city will have more than 40,000 enterprises and business representative offices. More than 97% of them are small and medium enterprises. The small and medium enterprise community in Da Nang has made important contributions to the city's socio -economic development, creating jobs for workers.
However, the reality of development over the past years in Da Nang shows that very few small and micro enterprises in the city have grown in both size and quality to become medium and large enterprises.
There are many reasons for this. Among them, there are two biggest reasons. Firstly, the strong urbanization process and the rapid increase in the number of enterprises also quickly exposed the limitations of Da Nang: Lack of land fund.
This is not a new issue in Da Nang. This issue has been raised by businesses in dialogues and meetings with city leaders; and questioned by city People’s Council delegates since 2015 and 2016.

Land cannot “expand” while the number of enterprises continues to increase, so the lack of business premises has become a pressing problem that has persisted for many years. For example, the lack of land for small and medium enterprises is clearly revealed by the fact that two industrial clusters in Da Nang, although not yet in operation, have reached a 100% occupancy rate because enterprises have submitted registration documents and are waiting in line to operate.
Incomplete statistics show that thousands of Da Nang businesses are operating effectively in residential areas and want to move to industrial parks and clusters to stabilize, invest and expand production. Many businesses cannot even wait for industrial clusters and have had to move production to industrial parks and clusters in Quang Nam province.
The second major problem is access to capital. Small and medium enterprises have little capital and low collateral, so it is difficult for them to access credit sources. The vicious cycle of enterprises needing capital to develop production but not having collateral so they cannot borrow capital has been going on for a long time and appears in almost all business dialogue forums.
In addition, it cannot be denied that small and medium enterprises are not valued and cared for as much as large corporations and FDI enterprises.

Provincial merger and Resolution 68: Two arms to help small and medium enterprises in Da Nang "grow up"
Da Nang City and Quang Nam Province are urgently preparing for the merger. The merger with Quang Nam Province, according to experts, is extremely necessary and suitable to expand the development space for Da Nang.
Quang Nam province currently has 14 industrial parks and 52 industrial clusters that have been planned and put into operation, with a new occupancy rate of about 70%. According to the development plan until 2030, with a vision to 2050, Quang Nam province will call for investment in 29 new industrial parks with a total area of over 10,500 hectares; in addition, there are about 3,500 hectares for industrial clusters.

" This is a great opportunity for small and medium enterprises in Da Nang to "grow up" because Quang Nam's land fund is still large. That opportunity was multiplied many times when on May 4, 2025, the Politburo issued Resolution 68-NQ/TW on private economic development (Resolution 68).
Resolution 68 was welcomed by the business community in Da Nang, especially small and medium enterprises, as a breath of fresh air, both clean and cold, inspiring small and medium enterprises to make a breakthrough.
Resolution 68 clearly defines the viewpoint: “The private economy is the most important driving force of the national economy”; and “completely eliminates perceptions, thoughts, viewpoints, and prejudiced attitudes about the Vietnamese private economy”.
Resolution 68 was born correctly and in line with the wishes of the business community. For example, one of the key tasks and solutions for private economic development in the Resolution is: Facilitating the private economy to access land resources, capital, and high-quality human resources. Specifically, allowing localities to use the budget to support land issues for small and medium-sized enterprises; reviewing and perfecting credit institutions and policies for small and medium-sized enterprises; encouraging lending based on data, cash flow, value chains, considering collateral including real estate, intangible assets, future assets, and unsecured lending forms, etc.
The two major problems of small and medium enterprises in general, and small and medium enterprises in Da Nang in particular: premises and capital, are both thoroughly resolved.
The merger of the province with Quang Nam and the birth of Resolution 68 are like two arms that must support the development of small and medium enterprises in Da Nang.
