Nghia Tam: Improving the quality of service to the people

Early in the morning, at the Nghia Tam Commune Public Administration Service Center - one of the disadvantaged localities that is assessed to have performed well in administrative reform - many people came to resolve administrative procedures, but there was no chaos or long waiting. According to our observations, the Commune Administrative Service Center is scientifically arranged, with signs; guidance documents, tables, sections, application forms, declaration forms, etc. are publicly posted according to each field.

Mr. Nguyen Van Bon in Dat Toi village said: “I came to the center early to study the related administrative procedures that were publicly posted at the commune People's Committee headquarters, and then compared the necessary documents in my file. I was enthusiastically guided by the staff to carry out the administrative procedures. Before, every time I needed to resolve administrative procedures, I often had to wait a long time, but now it is much more convenient, the waiting time is very short.”

One of the major and easily noticeable changes is that the working attitude of officials and civil servants has been positively improved, and the capacity to receive citizens has been enhanced. The Commune People's Committee has reviewed and supplemented working regulations and agency rules, strictly implementing the prohibition of alcohol and beer use during working hours.

Along with that, ensuring working time and order is seriously implemented by the Commune Public Administration Service Center; commune leaders regularly urge and supervise activities.

Comrade Vu Hung Anh - Chairman of Nghia Tam Commune People's Committee said: Determining administrative reform as a key task that needs to be focused on, recently, the Party Committee and People's Committee of the commune have deployed many synchronous solutions, in which administrative procedure reform is considered one of the top contents.

The Commune People's Committee reviews administrative procedures, clearly and specifically stipulates and publicizes necessary documents to resolve the work of individuals and organizations; publicly posts the processes and procedures for handling records, and the hotline number of the People's Committee to promptly receive and handle citizens' recommendations and feedback when they come to resolve work.

The list of administrative procedures under the jurisdiction of the Commune People's Committee is publicly posted by field.

Accordingly, from July 1st to now, administrative procedures under the authority of the commune level have basically been resolved within the prescribed time limit. In the third quarter of 2025 alone, 100% of administrative procedures under the authority of the commune were received and resolved, most of the records were received and resolved on time, without causing inconvenience or harassment to the people.

In addition, some procedures have been received and returned online at levels 3 and 4 such as: Birth registration, death registration, issuance of copies of household registration extracts... Along with that, 295 records were received in the electronic environment, of which 213 records were online, 82 records were directly received and via postal service. 100% of records were resolved before the deadline and there were no on-time or overdue records.

On the other hand, the Commune People's Committee has completed the organizational structure of the Public Administration Service Center to improve the quality of administrative procedure settlement for organizations and individuals.

In addition to the achieved results, the administrative procedure reform work in Nghia Tam also encountered some difficulties, such as: many people, especially the elderly, are not familiar with technology operations, so they still submit directly at the Commune Administrative Service Center; information technology infrastructure and network connection are not stable, sometimes causing interruptions in the processing process; the rate of online records at level 3 and 4 is still low compared to the requirements; online payment services are not really popular...

Identifying administrative reform as an important task to serve the people, comrade Vu Hung Anh - Chairman of the Commune People's Committee affirmed: In the coming time, the Commune People's Committee will continue to promote and improve the quality of administrative procedure reform; do a good job of propaganda to officials and people and build plans, train and improve the quality of the staff and civil servants.
