In his opening remarks, Prime Minister Pham Minh Chinh emphasized that the conference aimed to review the forecasting, prevention, control and overcoming of the consequences of storm No. 3 and its circulation, thereby gaining more experience in leading, directing, preventing, controlling and overcoming the consequences of natural disasters more effectively and promptly. The recent storm No. 3 caused great damage to people and property, leaving extremely serious consequences, huge human losses, many people are still missing; mental trauma, many families still have to stay temporarily, many villages take a long time to return to normal, many infrastructure works collapsed; including the collapsed Phong Chau bridge in Phu Tho. Under the direction of the Government, the Ministry of National Defense is actively implementing the construction of a pontoon bridge to replace this bridge to serve the people's travel. We must restore the traffic infrastructure for the people, along with restoring the electricity, water, and telecommunications systems for the people and businesses. Currently, the people and businesses have risen up to be self-reliant, demonstrating a very clear national spirit, not waiting or relying on others, besides receiving the help of Party committees, authorities, the Fatherland Front, organizations, people, and businesses. Through this, we see the spirit of great national solidarity very clearly. The Prime Minister stated that under the leadership of the Politburo, the Secretariat, headed by General Secretary and President To Lam, even while the storm was still raging, the Politburo met and gave opinions and directions; the Government proactively led, directed, forecasted the situation, deployed forces, organized many conferences and meetings to lead according to the developments of the situation; Sending Government members and Deputy Prime Ministers to directly inspect and urge localities, immediately organizing meetings to assess the situation and draw lessons. Immediately after the conference on September 15 to assess the situation of overcoming the consequences of storm No. 3, on September 17, the Government promptly issued Resolution 143/NQ-CP on key tasks and solutions to urgently overcome the consequences, promote growth, control inflation, stabilize the people's situation, restore production and business. The Prime Minister assessed that the coordination between forces, ministries, branches, and the mobilization of the strength of people and businesses were clearly demonstrated; the whole country joined hands to contribute efforts, money, and labor in the spirit of "mutual love and affection", "national love and compatriotism", "whoever has money contributes money, whoever has merit contributes merit, whoever has little contributes little, whoever has much contributes much". Time is limited, work is much, requirements are high, and effectiveness must be ensured immediately after this Conference. Therefore, the Prime Minister requested all delegates with the spirit of serving the people and the country's development to overcome the consequences of storm No. 3. Delegates need to study documents to contribute opinions, clarify what has been done, what has not been done, and the reasons why so that in the coming time, they can gain more experience and better direct the work. The Prime Minister stated that Vietnam is one of the 5-6 countries in the world most severely affected by climate change because of its long coastline, so it is necessary to learn from experience to lead and direct appropriately to the situation. The Prime Minister pointed out that recently, the agricultural sector has been severely affected by storms and floods. The Prime Minister emphasized the need to seriously assess the forecasting, prevention, and overcoming of consequences, and draw lessons to quickly stabilize the people's situation, restore production and business, continue to promote economic growth, and control inflation from now until the end of the year to achieve the set goals for 2025, creating a premise for 2025 - the final year of the 13th National Party Congress. Therefore, the Prime Minister hopes that delegates will focus their intelligence, from leadership and practical direction, after this conference, appropriate documents will be issued, on that basis, mobilizing the strength of the entire political system to focus on successfully implementing the socio-economic development tasks of 2024. * According to the Ministry of Planning and Investment , regarding the damage and impact of storm No. 3 on socio-economic development: despite great efforts, urgency, mobilizing the participation of the entire political system, concentrating all resources, mobilizing maximum human and material resources to prevent, respond early and from afar, but because Storm No. 3 has a large scope of influence, very complex intensity and developments, unprecedented, the level of damage is great. Specifically, the damage situation as of September 27 is as follows: Up to now, there have been 334 deaths and missing people (318 deaths, 26 missing people), 1,976 injured people and severe psychological trauma for many people in the disaster area, especially children, the elderly, vulnerable people, causing great damage to the property of the people and the state in the localities affected by storms and floods.![]() |

Total economic damage is estimated at over 81 trillion VND: Housing: about 282 thousand houses, 3,755 schools and school sites were damaged, roofs blown off, flooded, and buried due to landslides. Agriculture: about 285 thousand hectares of rice, crops, and fruit trees were flooded and damaged; 189,982 hectares of forest were damaged; 11,832 aquaculture cages were damaged and swept away; about 5.6 million livestock and poultry died. Many infrastructure works collapsed and were damaged such as: 14 incidents on 500kV lines, 40 incidents on 220kV lines, 190 incidents on 110kV lines; 1,678 incidents on medium voltage lines; 8,290 damaged fiber optic cables; 210 broken telecommunications antenna poles; 9,235 BTS stations lost contact; 796 dike incidents occurred in 15 provinces and cities, including 433 incidents on major dikes of level III or higher and 363 incidents on dikes below level III; 820 locations on national highways were blocked and many intra-provincial roads were eroded with a total volume of rock and soil of about 13,348 thousand m³; the northern railway was blocked at the Doan Thuong-Lao Cai section; about 3,517 irrigation and water supply works were damaged. The growth rate in the last 6 months of the year of the whole country and many localities is forecast to slow down. The country's GDP growth in the third quarter may decrease by 0.35%, and in the fourth quarter by 0.22% compared to the scenario without storm No. 3. The estimated GDP for the whole year may decrease by 0.15% compared to the scenario, with estimated growth reaching 6.8-7%, of which the agriculture, forestry and fishery sector may decrease by 0.33%, industry and construction by 0.05% and services by 0.22%.![]() |

The GRDP growth rate in 2024 of many localities such as Hai Phong, Quang Ninh, Thai Nguyen, Lao Cai... decreased by more than 0.5%. Regarding the work of supporting post-storm recovery: all levels, sectors, localities, socio-political organizations and the entire population have proactively coordinated closely, synchronously and drastically implemented tasks and solutions to prevent and overcome the consequences of storms and floods. Nearly 700,000 people and nearly 9,000 vehicles were mobilized to respond to storms, heavy rains, landslides and flash floods; proactively deployed solutions to ensure the safety of people's lives and property. Forces, especially the army and police, organized searches for missing people and treated injured people (1,935 injured people). The Prime Minister promptly issued 7 Decisions to allocate central budget reserves and provide rice from national reserves (VND 350 billion and 432,585 tons of rice) for localities and agencies to implement policies to support affected families and provide relief to people at risk of hunger; Support 19 tons of environmental disinfectant chemicals (Chloramine B) and 3.0 million Aquatabs water disinfectant tablets; rice, corn, and vegetable seeds; disinfectant chemicals to prevent and control epidemics in agriculture ; supplies and equipment from the national reserve for provinces to overcome the consequences of storms and floods.![]() |

Ministry of Health : Provided 1,765,000 Aquatabs 67mg water disinfectant tablets, worth VND 1.24 billion to 6 localities (Lao Cai: 1,000,000 tablets; Phu Tho: 100,000 tablets; Bac Kan: 50,000 tablets; Vinh Phuc: 15,000 tablets; Dien Bien: 100,000 tablets; Cao Bang: 200,000 tablets) and gave the Ministry of Health 300,000 tablets to provide to localities (requesting small quantities) and units under the Ministry of Health to prevent and fight epidemics. Countries and international organizations have pledged to support Vietnam with over 22 million USD to overcome the consequences of natural disasters, of which 15 million USD has been pledged through the Ministry of Agriculture and Rural Development with support from the Ministry of Foreign Affairs.
