Research on the roadmap to arrange vocational education and training centers into vocational high schools

GD&TĐ - The National Assembly's Committee on Culture and Society proposed to study the policy and roadmap for arranging vocational education and continuing education centers into vocational high schools.

On the morning of October 22, Mr. Nguyen Dac Vinh - Chairman of the National Assembly's Committee on Culture and Society presented a summary report on the review of the draft Law on amending and supplementing a number of articles of the Law on Education , the draft Law on Higher Education (amended), and the draft Law on Vocational Education (amended).

Proposal to determine the position of vocational secondary level

Regarding the draft Law on Vocational Education (amended), Mr. Vinh said that the Committee agrees with the four principles of vocational education activities in the draft Law stipulated in Article 4.

There are opinions suggesting that the drafting agency consider and further study a number of principles: Ensuring close connection between labor supply and demand and vocational education; Digital transformation, application of digital technology in vocational education activities.

In addition, the Committee basically agrees with the general policy groups in the draft Law (Article 5). Adding new policies requires resources for implementation, so it is necessary to assess the impact as a basis for competent authorities to consider and decide. Research and supplement policies to attract businesses to participate in vocational education activities to link training with production and business.

The Committee basically agrees with the provisions of the draft Law on training programs, objectives and certificates in vocational education (Article 6). However, it is recommended to determine the position of vocational secondary education in the system of levels/qualifications of the Vietnam National Qualifications Framework; clarify the provisions on integration between core knowledge of the general secondary education program and vocational expertise in the vocational secondary education program.

Clearly define the input standards, training time, and output standards of intermediate and vocational secondary school programs to facilitate streaming and connection with higher levels; clarify regulations on vocational secondary school graduation exams.

Regarding the vocational high school model (Article 7), the Committee proposed to study the policy and stipulate a roadmap for arranging vocational education - continuing education centers into vocational high schools, and unify the policy for arranging the network.

Supplementing vocational education models (college-level training) in higher education institutions, especially for technical and technological fields.

Empowering vocational training institutions

The Committee agreed with the provisions on the duties and powers of vocational training institutions (Article 10) and considered that this provision has given vocational training institutions the initiative in linking training with labor market needs.

The abolition of the regulation on School Councils in public vocational education institutions is in line with the Party's policy. It is necessary to clarify the roles, tasks and coordination between institutions and organizations in public vocational education institutions to ensure effective implementation of autonomy when the School Council institution no longer exists.

Regulations on the establishment of enterprises, organization of scientific and technological activities; application of research results, technology transfer in training, production, business and service activities according to regulations.

However, according to the Law on Science, Technology and Innovation, regulations on scientific and technological organizations do not include vocational education institutions; therefore, it is necessary to clarify the legal basis, ensure consistency with the current legal system, and avoid overlaps and conflicts with relevant legal provisions.

The Committee basically agreed with the regulation on the participation of enterprises in vocational education activities (Chapter VI) and said that this policy represents a strong shift from a closed training model in schools to one closely linked with enterprises and the labor market.

It is recommended to provide more specific regulations on policies to encourage and support businesses, especially regarding financial support and tax deductions; clearly stipulate the coordination mechanism, and define rights and responsibilities between vocational training institutions and businesses in developing programs, curricula, and organizing training; and supplement regulations on the responsibilities of businesses in retraining and improving vocational skills for workers.

The Committee basically agreed on the regulations on cooperation and investment in vocational education (Chapter VIII) and said that this regulation clearly demonstrates the policy of socialization, expanding cooperation, and strengthening connections between vocational education institutions with research institutes, professional organizations, and international organizations.

However, there are opinions that the draft Law has not clarified the criteria for State support for public and private vocational training institutions; the budget allocation mechanism is based on the method of "ordering, quality index, regional factors"; and lacks a mechanism to monitor the use of non-budgetary capital.

The Committee agrees with the need to amend the Law on Vocational Education as proposed in the Government's Submission. The draft Law has amended and supplemented many important contents, institutionalizing the Party's new policies on breakthroughs in education and training development; basically meeting the requirements for innovation in thinking in law-making. The draft Law dossier basically ensures sufficient conditions to be submitted to the National Assembly for consideration and decision.
