Strengthening the apparatus, strengthening inspection and updating popular data

Mr. Chau Van Hai - Head of the Department of Culture and Society, Doc Binh Kieu commune (Dong Thap) said that after merging the two-level local government, the Department of Culture and Society advised the People's Committee of the commune to complete the Steering Committee for universal education and illiteracy eradication by 2025; and develop plans to implement this activity.

The Commune Steering Committee issued a Decision to establish a Team to implement universal education and illiteracy eradication in Doc Binh Kieu commune from the 2025-2026 school year; held a Steering Committee meeting to deploy the implementation and assign tasks to members.

The Steering Committee also guides and directs units to conduct annual investigations and update data; strengthen the application of information technology in investigations, processing, and updating information, ensuring continuity and reliability.

In September 2025, implementing the direction of the Steering Committee for universal education and illiteracy eradication in the commune, educational institutions in the area conducted self-inspections; the People's Committee of the commune will conduct accreditation inspections in November. On that basis, the inspection team for universal education and illiteracy eradication in the commune will inspect the implementation of universal education goals and submit to the People's Committee a decision to recognize the achievement of universal education and illiteracy eradication standards at each level and grade.

One of the important advantages is that the Party Committee and local authorities always pay attention to directing and closely coordinating with the Vietnam Fatherland Front Committee and socio -political organizations in the area to effectively implement universal education, eliminate illiteracy, as well as mobilize students who have dropped out of school to return to class, gradually reduce the rate of students dropping out of school, and maintain stable student numbers.

Besides the advantages, Mr. Chau Van Hai also said that changing administrative boundaries disrupts the data system on population, age and education level, causing difficulties in updating software for universal education and literacy eradication.

Along with that, due to the recent establishment of the Steering Committee for universal education and illiteracy eradication in communes, the direction and management of this work is sometimes not thorough and timely. Forms have changed after the merger and implementation of two-level local government, leading to many difficulties in updating and importing software; it is difficult to ensure the requirements and tasks of updating universal education investigation records, organizing classes and making reports according to regulations.

Set clear goals and be determined to maintain and improve the quality of literacy.

Mr. Chau Van Hai said that Doc Binh Kieu commune set a target that by 2025, people aged 15-35 will be recognized as having achieved level 1 literacy standards at over 99%; people aged 15-60 will be recognized as having achieved level 2 literacy standards at over 97%; and the commune will maintain level 2 literacy standards.

Ensure that enough people are mobilized to participate in literacy teaching (if any), including teachers from preschool and general education institutions, and those who have met the required training standards; ensure favorable conditions for literacy classes (if any) to use facilities and teaching equipment of educational institutions.

To achieve the above goals, a number of tasks and solutions have been set forth by the locality and determined to be implemented.

According to Mr. Chau Van Hai, the Steering Committee for Universal Education and Literacy Eradication in 2025 of the commune will organize extensive propaganda among the people in many forms to raise awareness in implementing socialized education, seeing the practical significance of universal education and illiteracy eradication work.

At the same time, improve the human resources system for universal education and illiteracy eradication in schools in the area at each level, update data on universal education and illiteracy eradication after the merger. Supplement funding for investigation, form making, statistics, class opening, etc.

Educational institutions proactively and actively innovate teaching methods, enhance the role and tasks of professional groups in schools. Strive to maintain results and improve the quality of the universal secondary education program in the coming time. Localities will also grasp the current status of universal secondary education; from there, have measures and plans to mobilize and maintain student numbers.
