Ngoc Lac: Awakening the land potential for large-scale agricultural development

(Baothanhhoa.vn) - With the terrain characteristics of a low mountainous district with many gently sloping hills running in an arc shape and surrounded by flat fields, Ngoc Lac has great potential in terms of land for large-scale agricultural development. Therefore, Resolution No. 13-NQ/TU, dated January 11, 2019 of the Provincial Party Committee on "Concentrating land to develop large-scale, high-tech agriculture by 2025, with a vision to 2030" was issued, opening the way for the district to exploit its existing potential and advantages to improve local agriculture.

The district has more than 39,099 hectares of agricultural land and nearly 23,000 hectares of forest land. With the determination to awaken and effectively exploit the land potential and create a strong "transformation" for local agricultural production, Ngoc Lac has focused on seriously implementing Resolution No. 13-NQ/TU. Specifically, the district proactively issued an action program to implement Resolution No. 13-NQ/TU of the Provincial Party Committee and Resolution No. 192/2019/NQ-HDND, dated October 16, 2019 of the Provincial People's Council on promulgating policies to encourage land accumulation and concentration (TTTT) to develop large-scale agricultural production, applying high technology in Thanh Hoa province by 2025.

Along with that, the Party Committee and the government from the district to the grassroots level have organized to thoroughly disseminate the core content of Resolution No. 13-NQ/TU to cadres, Party members, union members, association members and all classes of people. Through political organizations, promote propaganda and widely disseminate the meaning and purpose of land information as a leading important breakthrough solution to shift from small-scale production to large-scale, high-tech concentrated production and restructure the agricultural sector associated with new rural development. It is also to create links between enterprises, cooperatives, cooperative groups and farming households to organize agricultural production in the direction of commodities, large-scale concentration, high-tech application; effectively solve the "problem" of jobs and increase people's income, contributing to promoting the rapid, strong and sustainable development of the local socio-economy.

Along with the propaganda work, the district directed communes and towns to continue to implement land consolidation and plot exchange to quickly reduce the number of plots/farming households, especially in specialized fields, with crop structures to facilitate land consolidation to invest in developing large-scale agricultural production in the direction of high technology. At the same time, build and replicate land consolidation models with high economic efficiency in the area, to help people understand the benefits of land consolidation forms to attract investment, increase income but not lose land use rights according to the provisions of law. With this approach, cadres, party members and people of all walks of life have recognized their roles, responsibilities, consensus, self-awareness, and voluntary participation in the process of implementing land consolidation in the locality.

On the other hand, Ngoc Lac district focuses on calling on enterprises, cooperatives, cooperative groups, and households to promote the implementation of information technology in agricultural production. In particular, creating conditions for enterprises, cooperatives, and cooperative groups to negotiate to lease land from households that no longer have demand, are unable to produce, or produce inefficiently, to invest in large-scale, high-tech concentrated agricultural production. The district encourages households with land use rights to contribute capital in the form of land use rights value with enterprises, cooperatives, and cooperative groups to organize large-scale, high-tech commodity production...

Thanks to that, after 5 years of implementing Resolution No. 13-NQ/TU, Ngoc Lac district has transferred 3,381.5 hectares of land. Of which, the area of ​​​​crop cultivation is 856.3 hectares; the area of ​​​​livestock breeding is 492.2 hectares; the area of ​​​​forestry is 2,033 hectares. The transfer of land has contributed to the formation of large-scale agricultural production areas applying high technology in the district. Currently, the district has formed concentrated production areas specializing in technology, such as: 2,000 hectares of intensive rice area; 1,050 hectares of intensive pineapple area; 1,600 hectares of intensive sugarcane area, 1,200 hectares of intensive cassava area; concentrated fruit tree production area applying high technology of Ho Guom - Song Am CNC Agriculture Company Limited with more than 300 hectares; Xuan Thien Group's high-tech pig farm with a capacity of 180,000 pigs/year; Phu Gia Group's 4A high-tech broiler farm with a capacity of 480,000 pigs/year.

The formation of concentrated production areas also creates favorable conditions for the application of mechanization in production, reducing labor costs and improving economic efficiency on the land. Notably, the land information technology models for high-tech agricultural production in the field of cultivation in the district have increased from 1.3 to 1.5 times compared to before the implementation of Resolution No. 13-NQ/TU. Or the land information technology models for intensive bamboo and acacia cultivation have economic efficiency 1.4 to 1.5 times higher than traditional rice production. There are also land information technology models with outstandingly high economic efficiency, such as: pineapples are grown on the hills of Cao Thinh, Ngoc Trung, Loc Thinh, Lam Son, Ngoc Lien communes, with more than 1,000 hectares, generating an income of more than 250 million VND/ha; Kudzu is grown on the land of Ngoc Lien, Ngoc Son, Quang Trung communes, with more than 150 hectares, generating an income of 160 million VND/ha/year; fruit trees are grown in Kien Tho, Loc Thinh, Thach Lap, Cao Thinh, Nguyet An, Ngoc Trung, Ngoc Son, Cao Ngoc communes, with nearly 2,508 hectares, generating billions of VND in income for people each year.

Production practices in Ngoc Lac district have confirmed the correctness of land information technology to develop large-scale, high-tech agriculture in the current period. Land information technology models in agricultural production bring higher economic efficiency than the initial small-scale areas. At the same time, gradually forming large-scale concentrated commodity production areas, applying technology, contributing to increasing the value of agricultural products on cultivated areas to about 108 million VND/ha. The results in land information technology not only create the premise for attracting investment, applying science and technology to large-scale agricultural production in Chau Ngoc land and improving land use efficiency, but also improve productivity, quality, and competitiveness of local agricultural products, contributing to promoting socio-economic development and sustainable poverty reduction in the whole district.
