
The working delegation led by Mr. Nguyen Van Mau - Vice Chairman of the Provincial Vietnam Fatherland Front Committee, supervised the implementation results of Resolution No. 21, dated February 10, 2022 of the Quang Nam Provincial Party Committee (term XXII) on building a contingent of ethnic minority cadres for the period 2022 - 2025 and orientation to 2030 of Nam Giang district.
According to the report of Nam Giang district, after 3 years of implementing Resolution No. 21, the locality has achieved and exceeded many targets. Specifically, the rate of ethnic minority cadres, civil servants and public employees participating in district-level Party committees reached 62.5%.
The proportion of ethnic minority officials and civil servants at district level is 63.48%; the proportion of ethnic minority leaders and managers at department level is 38.70%; the proportion of ethnic minority civil servants working at the district ethnic affairs department is 80%, exceeding the target set in the resolution.
At the commune level, the targets according to Resolution No. 21 were all achieved and exceeded.
Regarding limitations, Nam Giang District People's Committee recognized that some agencies, units and localities have not paid attention to implementing and implementing training and fostering policies well.
The number of cadres and civil servants sent for training and development is still small; the capacity of ethnic minority cadres is uneven, and some do not meet requirements, especially at the grassroots level...
Making recommendations to the monitoring delegation, the People's Committee of Nam Giang district requested that competent authorities continue to pay attention to directing provincial departments, branches and sectors, including vertical units of the Central Government, to have plans to recruit ethnic minority civil servants in the following years to create a source of ethnic minority civil servants for the locality in the coming time.
At the same time, there are specific instructions and regulations on the method of signing contracts with training institutions so that the district can support pre-university, university and postgraduate training for students and civil servants who are ethnic minorities according to the content of the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021 - 2030.
Highly appreciating the results of the implementation of Resolution No. 21 of Nam Giang, members of the monitoring delegation also discussed with local leaders about the following issues: Recruitment and acceptance into civil service; training and fostering of cadres, postgraduate training; arrangement and use of recruited students; mobilization and rotation of cadres; cadre planning (ratio of women and young people)...
According to Mr. Nguyen Van Mau, the organization of this supervision aims to record the situation and results of the implementation of Resolution No. 21; as well as clarify the difficulties and obstacles in the implementation process at relevant agencies and localities in ethnic minority and mountainous areas.
From there, recommendations and solutions are proposed to promote the effective implementation of Resolution No. 21, aiming to build a team of ethnic minority cadres to meet the requirements of tasks in the coming period.
