At the regular press conference of the Ministry of Science and Technology (MOST) in December, Mr. Nguyen Anh Cuong, Deputy Director of the Department of Telecommunications, informed about the progress of licensing Starlink's satellite Internet.
"Starlink has reached the final step of licensing to provide services in Vietnam," said Mr. Cuong.
Previously, Starlink submitted the dossier once for appraisal by the competent authorities. The Ministry of Science and Technology transferred and sought opinions from relevant ministries such as the Ministry of National Defense and the Ministry of Public Security .

This file has been sent back to Starlink for further clarification before being licensed. "It is expected that this week, they will resubmit the license application. We will try to grant the license as soon as possible," said a representative of the Telecommunications Department.
SpaceX has now launched over 10,000 Starlink satellites.

The representative of the Department of Telecommunications also informed about the progress of the Kuiper satellite project. Accordingly, Amazon submitted the application on November 24 after receiving instructions from the Department of Telecommunications, the Department of Radio Frequency and relevant authorities.
The pilot policy for the controlled deployment of telecommunications services using low-orbit satellite technology is stipulated in Resolution 193 dated February 19, 2025 of the National Assembly . Similar to Starlink, Amazon's project profile will be decided by the Prime Minister on allowing the pilot deployment.
Then, if approved in principle, Amazon will proceed with the procedures to establish a business, register for investment and apply for a telecommunications license.
Amazon said this is the group's strategic initiative to build a system of more than 3,200 LEO satellites, providing high-speed internet (up to 400 Mbps for individuals, 1 Gbps for businesses), low latency, focusing on unserved or underserved areas such as remote areas and islands.

Satellite Internet is considered to have a very wide coverage, not affected by the ground transmission system. The application of satellite Internet in the future can supplement the ground telecommunications system, providing communication in areas with few coverage stations.

Regarding the proposal to support rescue maps built by some volunteers during the storm and flood season, the Telecommunications Department highly appreciated the creativity and proactive spirit of the implementing groups.
However, the agency said that the above field is under the specialized management of the Ministry of Agriculture and Environment. The Telecommunications Department affirmed its readiness to act as a bridge between telecommunications enterprises, solution development groups and management agencies to consider the possibility of putting map platforms into actual operation.

The AI-based "Rescue Information" map has received thousands of reports reflecting the need for rescue of people, necessities, and warnings, and has been received by local forces during the recent natural disaster.
Regarding this content, Deputy Minister of Science and Technology Bui Hoang Phuong also raised a number of requirements that need to be noted. According to the Deputy Minister, although the task of building flood maps is not under the direct function of the Telecommunications Department, this agency still needs to direct telecommunications enterprises to proactively coordinate when necessary.

The Telecommunications Department is requested to work with businesses to study plans to connect, share or authenticate data with the Ministry of Agriculture and Environment and relevant agencies, in order to increase the effectiveness of rescue support, verify feedback information and ensure safety for people in natural disasters.
The Deputy Minister affirmed that the Ministry of Science and Technology will continue to accompany ministries, sectors and telecommunications enterprises, aiming to improve disaster response capacity, maintain stable communications and protect people in a timely and safe manner.
