Shifting the social policy approach from "security and stability" to "stability and development"
Citing some outstanding results, Deputy Prime Minister Tran Hong Ha said that the entire labor, war invalids and social affairs sector has been proactive in advising on the completion of policies and laws on social development and social security. Notably, Resolution No. 42-NQ/TW of the Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period of transforming the approach to social policies from "guarantee and stability" to "stability and development"; associated with sustainable social development management, improving social welfare for all people, ensuring social security, human security, social security; expanding all social policy groups to all subjects on the principle of ensuring universality and comprehensiveness.
Solutions to restore the labor market have been effectively implemented, especially addressing social security issues for workers forced to take time off, quit, or lose their jobs at enterprises. Along with creating jobs domestically, in 2023, 155,000 Vietnamese workers went to work abroad, reaching 29% of the plan, an increase of 8.5% compared to 2022.
The labor, war invalids and social affairs sector has continued to innovate and develop vocationaleducation , together with the education and training sector to improve the quality of human resources, bringing the rate of trained workers to about 68%, the unemployment rate in urban areas to about 2.76%, achieving the set target.
The policy of gratitude and mobilizing social resources has contributed to taking care of the lives of 1.13 million people with meritorious services to the revolution and their relatives. Timely advising the Government to issue Decree No. 55/ND-CP amending and supplementing a number of regulations on subsidy levels, allowances and preferential regimes for people with meritorious services to the revolution.

In particular, the labor market still has an imbalance between supply and demand, in which labor demand is not sustainable, labor supply has not improved much in quality. The number of people with informal jobs is still high, accounting for 65%. The unemployment rate of young people is still high (unemployment of young people aged 15-24 in the third quarter of 2023 was 7.86%).
Faced with the need to develop the workforce to take advantage of the digital transformation, energy, and automation revolutions, the Deputy Prime Minister said that it is necessary to harmonize the need to attract foreign direct investment to transfer technology, move towards mastery from design, production, trade, etc., along with improving the quality of human resources.
"The Ministry of Labor, War Invalids and Social Affairs needs to promptly advise on mechanisms and policies for training human resources to be one step ahead in the process of green transformation, digital transformation, and knowledge economy," the Deputy Prime Minister noted, adding that the coverage and ability to address risks of social security policies are still low. The number of people participating in voluntary social insurance who stop participating tends to increase. Job loss and job cuts cause workers to withdraw social insurance at one time to increase.

High quality human resources are the most important resource
The Deputy Prime Minister said that in 2024 and the coming years, knowledge economy, digital economy, green economy, and circular economy will become the trend of the times, driven by science, technology, and innovation. Artificial intelligence and automation technology will replace simple labor in the near future. Therefore, high-quality human resources are the most important resource and talent is the breakthrough driving force for Vietnam to shorten the gap, catch up, go along with, and rise to stand shoulder to shoulder with the world powers.
The Deputy Prime Minister requested the Ministry of Labor, War Invalids and Social Affairs to continue studying and perfecting the mechanism for mobilizing resources to implement social policies in a flexible and effective manner; State resources play a leading role, and enhance socialization and public-private partnership in implementing social policies.
In particular, it is necessary to promptly advise on the completion of the legal system on labor standards, labor relations, employment and social security in accordance with the standards of the International Labor Organization (ILO) and commitments in new generation FTAs; resolve issues in the relationship between employers and employees: dialogue, collective bargaining, strikes, and settlement of labor disputes in accordance with the law.
The Ministry must focus on closely forecasting the needs of the labor market to proactively train and develop human resources with a reasonable structure to ensure harmony between supply and demand, including completing the legal framework to operate a public and transparent job exchange in the first quarter of 2024...
Coordinate with the Ministry of Education and Training to perfect the mechanisms for linking programs between levels, qualifications and between education and training methods.
