Deputy Minister of Construction Nguyen Viet Hung said that these 4 expressway projects are 231.27km long, with a total investment of about 50,000 billion VND. Although the investors and contractors have made great efforts, there are still some difficulties and problems. At the 88km Quang Ngai - Hoai Nhon section, there are currently 9 problems, of which in Quang Ngai there are 4 hot spots due to compensation complaints, affecting construction, slowing down progress by 9.63%. The Hoai Nhon - Quy Nhon project is delayed due to procedures for converting forest land; the Quy Nhon - Chi Thanh project has many contractors and bidding packages behind schedule.
Regarding the 4 hot spots of land in the Quang Ngai - Hoai Nhon project, Mr. Tran Phuoc Hien, Vice Chairman of the Quang Ngai Provincial People's Committee, said that the locality had completed the handover of the land but people continuously obstructed and demanded their rights. Previously, the province had sent security forces to protect the construction, but at many times due to the lack of forces, people continuously obstructed the construction. Recently, the province assigned the Director of the Provincial Police to mobilize more forces to protect the construction throughout, ensuring the progress of the project.
The representative of the contractor Deo Ca Group (construction of the Quang Ngai - Hoai Nhon expressway) pledged that if the site clearance is resolved soon, the unit will invest in road and bridge items to complete on schedule by the end of September 2025. For tunnel item No. 3, the longest expressway tunnel on the entire route, it will be completed by the end of December 2025.
At the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh and leaders of the Ministry of Construction requested representatives of Project Management Board 85 and investors of the two projects Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh to explain and make commitments to overcome the situation where some contractors and some items are behind schedule. In addition, it is necessary to put slow contractors with weak capacity under special monitoring so that timely measures can be taken to adjust the volume or replace them.
Deputy Prime Minister Nguyen Hoa Binh said that there are still 7 tasks assigned by Inspection Team No. 1 since mid-March 2025 that are still being implemented and have not been completed. Of which, there is 1 task that has been overdue for completion regarding the handover of the site at the Quang Ngai - Hoai Nhon project, under the responsibility of Quang Ngai province, and needs to be learned from. Quang Ngai is required to focus on resolving the site clearance issues in June 2025. It should be noted that construction protection measures should only be implemented when there is no other way. Therefore, Quang Ngai should find ways to create high consensus among the people, so that people can support the project and many other key national transport projects in the coming time.
According to Permanent Deputy Prime Minister Nguyen Hoa Binh, the 231km expressway of the above 4 projects through the South Central region will be completed before December 31, most of which can be inaugurated on August 19, and put into use in September 2025. Investors and contractors are required to speed up the progress, pay attention to quality, safety measures, construction techniques... to put into use with the highest efficiency, contributing to the overall development of the country.
