On the morning of October 20, at the opening session of the 10th session of the 15th National Assembly, Prime Minister Pham Minh Chinh presented a report on the implementation results of the socio -economic development plan for 2025 and the 5-year period of 2021-2025; and the projected socio-economic development plan for 2026.
Reporting to the National Assembly and voters nationwide, Prime Minister Pham Minh Chinh said that according to the Session's agenda, the Government has sent to the National Assembly 120 Reports, Submissions, documents and records, including a Report on the results of implementing the socio-economic development plan for 2025 and the 5-year period 2021-2025, and the projected socio-economic development plan for 2026.

Achieved and exceeded 22/26 main socio-economic targets
Regarding the economic situation in 2025 and the 5-year period of 2021-2025, Prime Minister Pham Minh Chinh emphasized that in the context of the complicated and unpredictable developments in the world, many issues exceeded forecasts, especially the severe consequences of the Covid-19 pandemic; in the country, in general, there are more difficulties and challenges than opportunities and advantages, but with high determination, great efforts, and drastic actions, we have achieved and exceeded 22/26 main socio-economic targets, approximately reaching 2/26 targets, of which exceeding all social and social security targets. In 2024 and 2025, we will achieve and exceed all 15/15 basic socio-economic targets. Of which, there are 08 outstanding results.
Prime Minister Pham Minh Chinh presented the Report on the results of implementing the socio-economic development plan for 2025 and the 5-year period 2021-2025; and the projected socio-economic development plan for 2026.
(1) Successfully controlling and effectively overcoming the COVID-19 pandemic with the spirit of "Putting the health and lives of the people first and foremost" has been recognized and highly appreciated by the international community. First of all, changing the mindset of fighting the pandemic must closely combine vaccination and administration. Strengthening diplomacy, resolutely implementing the free vaccination campaign for the whole population, making Vietnam "behind and ahead", ranking 5th in the world in terms of vaccine coverage rate. Second, promptly changing the status, adapting safely and flexibly, effectively controlling the COVID-19 pandemic to open up for economic development early.
(2) Vietnam's economy has affirmed its ability to withstand external shocks, maintaining a growth rate among the highest in the world. GDP in 2025 is expected to increase by over 8%; the average growth rate in the 2021 - 2025 period is 6.3%, higher than the previous term (6.2%). The size of the economy increased from 346 billion USD in 2020 to 510 billion USD in 2025, up 5 places, to 32nd place in the world; GDP per capita in 2025 is estimated to reach about 5,000 USD, 1.4 times higher than in 2020, entering the upper middle-income group. Economic structure and growth quality have changed positively.

According to the Prime Minister, the macro economy is basically stable; inflation is controlled below 4%, major balances of the economy are guaranteed. State budget revenue is estimated at 9.6 million billion VND, 1.36 times higher than the previous term, far exceeding the target of 8.3 million billion VND; while tax, fee, and charge exemption, reduction, and extension... are about 1.1 million billion VND; revenue increase, spending savings are 1.57 million billion VND.
Traditional growth drivers have been effective. Total social investment capital is about 33.2% of GDP, reaching the target of 32-34%. Public investment capital is about 3.4 quadrillion VND, an increase of nearly 55% (absolute increase of 1.2 quadrillion VND) compared to the previous term. Total FDI capital is 185 billion USD, an increase of nearly 9% compared to the previous term and is among the 15 developing countries attracting the largest FDI in the world...
(3) Three strategic breakthroughs were implemented vigorously and effectively, opening up space and creating development. Law-making and enforcement were innovated in both thinking and working methods; many "bottlenecks" were promptly removed.
The infrastructure system has developed dramatically with many large-scale, modern projects that are connected, widespread and shaping the future. In addition, the labor structure has shifted positively; the proportion of agricultural labor has decreased from 28.3% in 2020 to 25% in 2025; the proportion of trained labor has increased from 64.5% in 2020 to 70% in 2025.
(4) Science and technology, innovation and digital transformation have been vigorously deployed, achieving important initial results. The National Innovation Center and the National Data Center have come into operation and have been effective. Vietnam's Global Innovation Index 2025 ranked 44/139 countries and territories. Digital infrastructure has developed strongly and widely; 100% of communes and wards have fiber optic broadband infrastructure; mobile Internet speed is in the top 20 in the world. E-commerce has developed rapidly, increasing by an average of 20%/year; the development of digital government, digital economy and digital society has made important progress.

(5) Many backlogged projects that have lasted for many years have been resolutely handled, achieving positive results, contributing to the release of resources for development. The Politburo has been submitted for comments on the handling of 05 weak banks (04 commercial banks and the Development Bank have been operating stably and effectively), 12 loss-making projects and enterprises, and important energy projects with long-standing backlogs have been resolved. Obstacles have been removed, and nearly 1,200 projects with a total value of 675 trillion VND have been put into production and business.
(6) The cultural and social fields have made progress in terms of awareness, action and results; people's lives have been improved. The cultural and entertainment industry is on the rise; 10 cultural heritages of Vietnam have been recognized and listed by UNESCO. The network of medical facilities has developed strongly; the quality of medical examination and treatment has been improved; the health insurance coverage rate has increased from 90.2% in 2020 to 95.2% in 2025. The quality of education has been improved; many higher education institutions have increased their rankings on international prestigious rankings.
Policies for people with meritorious services, social security, and poverty reduction have been comprehensively implemented and achieved many outstanding results with the spirit of "leaving no one behind".

The very successful organization of the 70th anniversary of Dien Bien Phu Victory, the 50th anniversary of the Liberation of the South, the reunification of the country, the 80th anniversary of National Day September 2, the exhibition "80 years of the journey of Independence - Freedom - Happiness" has strongly aroused the spirit of patriotism, solidarity, and national pride. According to the decision of the Politburo and General Secretary To Lam, nearly 11 trillion VND has been allocated to give gifts to all the people on the occasion of National Day September 2. According to the United Nations, Vietnam's happiness index in 2025 will rank 46th, up 37 places compared to 2020 (ranked 83rd).
(7) Resolutely and effectively implement the arrangement and streamlining of the Government apparatus and the organization of two-level local governments in conjunction with promoting decentralization and delegation of power. Inspection, examination, prevention and combat of corruption, waste and negativity are promoted.
(8) National defense and security potential is consolidated and enhanced; national independence, sovereignty, and territorial integrity are maintained; social order and safety are guaranteed. Foreign affairs and international integration are bright spots; economic diplomacy has achieved many results; Vietnam's prestige and international position are enhanced.
This term is better than the previous term in most areas, creating momentum to enter a new era.
Regarding the general assessment, Prime Minister Pham Minh Chinh emphasized that, in the context of many difficulties and challenges, the results achieved in 2025 and the 2021-2025 period are very valuable and proud; each year is better than the previous year, this term is better than the previous term in most areas. In particular, we have maintained "warm inside, peaceful outside", which is highly appreciated by the people and the international community; continued to create a trend of innovation; created momentum for rapid and sustainable development; created a force for inclusive and comprehensive development; created momentum to enter a new era and consolidated and strengthened the people's firm trust in the Party and State.

Mechanisms and policies are not strong enough to effectively exploit resources from people, nature, culture and to protect the environment. Real estate, gold and bond markets are still complicated. Production and business in some fields are still difficult. Science and technology, innovation and digital transformation have not really become the main growth drivers. High-quality human resources are still lacking, especially in key industries...
Regarding tasks and solutions from now until the end of 2025, the Prime Minister said that we will focus on promoting growth of over 8% in conjunction with maintaining macroeconomic stability, controlling inflation, ensuring major balances; promptly and effectively responding to external shocks; focusing on removing difficulties and obstacles for long-standing backlog projects; striving to disburse 100% of public investment plans, including the Lao Cai - Hanoi - Hai Phong Railway Component I Project, two major sports centers in Hanoi and Ho Chi Minh City; continuing to review and effectively deploy two-level local government. Doing a good job of social security, especially during the Lunar New Year; mobilizing all resources to promptly overcome the consequences of natural disasters, storms and floods; maintaining social order and safety; improving the effectiveness of foreign affairs and international integration.
In 2026, continue to prioritize promoting growth associated with maintaining macroeconomic stability and controlling inflation.
Regarding the socio-economic development plan for 2026, Prime Minister Pham Minh Chinh stated that, in terms of general goals, priority is given to promoting growth, maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Enhancing strategic autonomy, restructuring the economy, innovating the development model, promoting industrialization, modernization, and urbanization. Stabilizing the organizational apparatus, building a modern, smart, streamlined, efficient, effective, and efficient administration. Promoting the construction and synchronous completion of development institutions. Making strong breakthroughs in building socio-economic infrastructure. Implementing social security well, improving people's lives. Further consolidating and strengthening national defense and security potential; maintaining political security, order, and social safety; promoting foreign affairs and international integration.
The Prime Minister also informed that the main targets include 15 socio-economic development targets; in which GDP growth strives to reach 10% or more; GDP per capita reaches 5,400 - 5,500 USD; average CPI increases by about 4.5%; average social labor productivity increases by about 8%; the poverty rate according to multidimensional poverty standards decreases by about 1 - 1.5%...

Referring to the main tasks and solutions in 2026, Prime Minister Pham Minh Chinh emphasized that it is necessary to continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances; controlling public debt and state budget deficit within prescribed limits. Promoting industrialization, modernization, and restructuring the economy; resolutely implementing the Politburo's policies in important and key areas. Focusing on building and perfecting a synchronous development institution.
Along with that, continue to improve the organization of the state administrative apparatus; focus on handling long-standing backlog projects. Focus on investing in the construction of strategic infrastructure projects. Focus on developing high-quality human resources. Focus on developing culture, ensuring social security, improving people's lives. Proactively respond to climate change, prevent and combat natural disasters, strengthen resource management, and protect the environment. Consolidate and strengthen national defense and security; ensure social order and safety; strengthen foreign affairs and international integration; maintain a peaceful, stable, cooperative and developing environment. Be more proactive in information and propaganda work.
Highlighting that the past term was a journey of strong will, steadfastness, creative intelligence, a journey of faith, aspiration and spirit of overcoming difficulties for the country and the people, Prime Minister Pham Minh Chinh emphasized that, amid countless difficulties and challenges, under the leadership of the Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by the General Secretary, we have turned danger into opportunity; turned thinking into resources; turned challenges into motivation; valued time, mobilized strength from the people, achieved very valuable and proud achievements, leaving a deep mark in the process of national development and maturity in all aspects.
