Nearly 260 million VND is the amount of payment for forest environmental services in the second phase of 2022 for the Nam Nhu Con village community, Na Khoa commune, thanks to good protection of the forest area assigned to them for management. The amount has been paid by the Provincial Forest Protection and Development Fund through the account of the Nam Po District Social Policy Bank since June 2023. However, up to now, the Nam Nhu Con village community has not been able to receive the money due to problems in the withdrawal transaction at the district Social Policy Bank. It is known that the joint deposit account of Nam Nhu village when opened at the Nam Po District Social Policy Bank had 3 people as account holders. These are members of the Nam Nhu Con village Community Forest Management Board. At the time the Provincial Forest Protection and Development Fund paid for forest environmental services, because 1 of the 3 members went to work far away, the remaining 2 members could not complete the withdrawal procedures at the bank.
In Nam Nhu commune, there are currently 3 forest owners who are the communities of the villages: Huoi Lu 3, Nam Nhu 1 and Nam Chua 1, all of whom have not been able to withdraw money for forest environmental services at the bank due to not meeting the conditions to complete the transaction. The total amount of money for forest environmental services of the 3 villages is over 310 million VND. According to Mr. Vang A Thinh, Chairman of Nam Nhu Commune People's Committee, before the villages established the Community Forest Management Board consisting of 3 members, with accounts at the District Social Policy Bank. After each payment for forest environmental services, the 3 members of the Forest Management Board would go to the bank to complete the procedures to withdraw money to distribute to households participating in forest protection and to pay for forest protection activities of the village community. However, in June 2023, when the Provincial Forest Protection and Development Fund paid the money, the Community Forest Management Boards of the three villages of Huoi Lu 3, Nam Nhu 1 and Nam Chua 1 were all short of members. The missing members went to work far away and have not been present in the area yet, so the three villages have not been able to withdraw the money.
According to information from the Transaction Office of the Social Policy Bank of Nam Po District, in 2023, the unit paid forest environmental services to 102 community forest owners and 46 individual forest owners, with an amount of 33.1 billion VND. However, as of November 1, 2023, the entire Nam Po district still had 14 community forest owners who had not been able to withdraw money from their accounts with an amount of over 1.4 billion VND due to not meeting transaction conditions.
Talking to us about this issue, Mr. Nguyen Van Lam, Director of the Transaction Office of the Social Policy Bank of Nam Po District, said: When opening a joint deposit account, in order to share responsibility and avoid risks with the amount of money that the forest owner receives, the account owners all agree to choose the form of withdrawal transaction as "simultaneously, the account owners come to transact". Accordingly, for the forest owner who is the community, there must be 3 people who sign the bank transaction document to withdraw money. If someone in the group goes to work far away or has an emergency, and there are not enough 3 people to sign the document, the remaining people cannot withdraw money. In case, during the transaction with the bank, if an account owner dies, goes missing or loses civil capacity, the account settlement in this case will be carried out by the remaining account owners.
With the above regulations, to create the most favorable conditions for customers in money withdrawal transactions, after the Provincial Forest Protection and Development Fund pays for forest environmental services, the District Social Policy Bank Transaction Office directs staff to clearly understand the causes and difficulties for 14 forest owners who have not been able to withdraw money in order to have timely and appropriate solutions, ensuring compliance with regulations.
For example, in Nam Cung village, Cha To commune, 360 million VND was paid for forest environmental services in June 2023. However, at that time, one of the three members named as the account holder lost civil capacity. In order for the Nam Cung village community to receive forest protection money in time, the Nam Po District Social Policy Bank Transaction Office guided the remaining account holders to complete the necessary procedures to withdraw money. Along with Nam Cung, the Sin Thang village community, Cha To commune, is eligible to withdraw forest environmental services money.
Thus, Nam Po district still has 12 forest owners who are not eligible to withdraw money from forest environmental services at the bank with a total amount of nearly 900 million VND. These are cases where 1 of the 3 members whose names are on the account is absent because they are working far away.
Payment through accounts is a method that saves time, costs and is safe. However, in the current situation in Nam Po, in order for the payment of forest environmental services through accounts to be implemented smoothly, it is necessary to consider right from the stage of choosing the account holder. In case one of the account holders is absent from the area for a long time, forest owners should proactively change the account holder before the Provincial Forest Protection and Development Fund transfers money into the account. Only then will the payment of forest environmental services be timely and effective.
