Meet real needs
Since being discharged from the army in 2024, Mr. Cao The Vinh (Xuan Phong village, Vinh Phuong commune, Nha Trang city) has been struggling to find a job but has not yet found a stable job. His family has more than 3 sao of vacant land, so Mr. Vinh realized the potential for economic development from growing fruit trees. However, due to limited capital, he has not been able to carry out his plan. “Right when I needed capital for production, the commune Farmers' Association officer said that the People's Credit Fund had a loan program for discharged soldiers, so I completed the loan procedures. In early June 2025, the People's Credit Fund disbursed 50 million VND to me. This is a timely source of capital, meeting my actual needs. With this capital, I will buy coconut seedlings and fertilizers; and at the same time, intercrop some other crops to get short-term income to support long-term income,” said Mr. Vinh.

Similarly, Mr. Nguyen Van Lap in Phu Tho 3 Residential Group (Ninh Diem Ward, Ninh Hoa Town) was able to borrow 50 million VND from the loan program to support job creation, maintain and expand employment for demobilized soldiers. He used this capital to raise breeding cows. With preferential and stable interest rates and long repayment periods, this loan program is very suitable for Mr. Lap's family's economic conditions. This is the motivation and condition for him to develop his family's economy after returning to his hometown after serving in the military.
Facilitate access to capital
Mr. Le Van Thanh - Deputy Director of the Provincial Social Policy Bank said that lending capital to demobilized soldiers in the province is carried out according to the provisions of the Loan Program to support job creation, maintenance and expansion to concretize the Project on solving labor and employment according to Decision No. 815, dated March 28, 2022 of the Provincial People's Committee. Accordingly, demobilized soldiers are allowed to borrow capital from the local entrusted capital source through the Provincial Social Policy Bank. This is the first time the Provincial Social Policy Bank has deployed loans for this subject. The whole province has more than 310 demobilized soldiers in need of loans with a total capital of nearly 24.3 billion VND. Based on reviewing the subjects and synthesizing capital needs from districts, towns and cities, the Provincial Social Policy Bank has coordinated with relevant departments and branches to report and advise the Representative Board of the Provincial Social Policy Bank and the Provincial People's Committee to arrange local budget capital entrusted to the Social Policy Bank to promptly disburse to demobilized soldiers who need to borrow capital to start a business.
Policy credit capital has met the needs of demobilized soldiers, helping them have more resources to invest in production and business, thereby contributing to promoting local socio-economic development. To continue to promote the effectiveness of providing preferential policy credit capital for demobilized soldiers, in addition to strengthening coordination with local Party committees, authorities and socio -political organizations entrusted to promote propaganda work, the provincial People's Credit Fund creates all conditions for those in need of loans to access preferential policy credit capital in a timely manner, use loans for the right purposes and effectively; guide customers to install and use policy credit management applications, actively participate in saving through savings and loan groups to help families accumulate...
Since the beginning of the year, the provincial People's Credit Fund has disbursed loans to 150 demobilized soldiers with a total capital of 7.5 billion VND. In order for the loan capital to be effective, before disbursement, the district-level People's Credit Fund transaction office coordinates with the commune-level People's Committee to review, inspect, and disseminate preferential credit policies to borrowers; organize review, appraisal, and selection of the right subjects in need of loans.
