Overcharging ineducation is a matter of particular concern to the public. Therefore, in addition to close direction and determination to combat overcharging from the education sector, schools and educational institutions have calculated and considered the revenues from extra teaching and learning.

The Department of Education and Training of Phu Tho province has issued an official dispatch on rectifying extra teaching and learning activities. Accordingly, the Department requires educational institutions to further enhance the responsibility of heads of educational institutions in the management of extra teaching and learning, and strictly prohibits forcing students to take extra classes in any form.

Absolutely do not organize extra classes for students studying in the afternoon 2 sessions/day, primary school students (except for training in arts, sports , life skills training).

Strengthen inspection and supervision work according to management responsibilities; regularly monitor, grasp and manage cadres and teachers of their unit participating in extra teaching inside and outside the school according to regulations on extra teaching and related legal regulations. Manage and organize quality teaching and learning of the main curriculum. Directly organize, manage and inspect extra teaching and learning activities for cadres and teachers under their management authority.

The Department of Education and Training of Nam Dinh province also issued an official dispatch stating that currently, some educational institutions and teachers are organizing extra teaching and learning not in accordance with the guidelines and regulations of the Ministry of Education and Training and the Department of Education and Training, leading to ineffective extra teaching and learning activities, creating negative public opinion among students, parents and society.

Therefore, the Department of Education and Training requires high schools and education and training departments to direct schools in the area not to use any form to force students to take extra classes. Students who want to take extra classes must voluntarily write an application for extra classes and have their families agree (the student's parents or guardians directly sign the application). In particular, no extra teaching or learning is allowed for students who have been organized by the school to take 2 sessions/day.

According to the Department of Education and Training of Thanh Hoa , based on the decision to issue the 2023-2024 school year schedule of the Chairman of the People's Committee of Thanh Hoa province and related regulations, the Department has provided instructions to public educational institutions in the area on implementing school revenues and expenditures in the 2023-2024 school year. It emphasizes that life skills education and English familiarization activities, if organized, must be carried out outside of official school hours and must not be inserted into regular school hours.

No violation of regulations on extra teaching and learning; no organization according to regular classes. Maximum fee is 12,000 VND/student/class period (no more than 3 classes per week) for life skills education and extracurricular activities.

Teaching English to preschoolers and primary school students, the maximum fee is 12,000 VND/student/lesson with Vietnamese teachers; 30,000 VND/student/lesson with foreign teachers.

In Nghe An province, this locality has also decided to temporarily suspend the association of teaching life skills in public educational institutions, and at the same time review the centers and evaluate the life skills teaching programs. In order to promptly rectify the care and custody of primary school students outside of regular school hours at facilities outside of schools, the Department of Education and Training of An Giang also requested the head of the Department of Education and Training to direct the principals of primary schools to organize propaganda and remind them to re-implement the previous regulations so that managers, teachers, staff, parents and local residents know and comply with the regulations; it is not allowed to organize extra teaching and learning in any form at facilities that care for and house students.

The Department of Education and Training of Tien Giang province and the Department of Finance are implementing inter-sectoral guidelines on the collection, management and use of funds for boarding classes in educational institutions, and the collection and payment rates for enhanced English teaching at primary school levels in the area.

The education sector of Tien Giang province strictly prohibits schools from taking advantage of the voluntary collection to collect fees outside of regulations. Along with that, there are instructions on documents, the sector strengthens inspection and guidance on collection fees at the beginning of the school year; strictly handles cases where parents report that there is overcharging.

In order to promptly rectify the care and custody of primary school students outside of regular school hours at non-school facilities, the Department of Education and Training of An Giang requested the head of the Department of Education and Training to direct the principals of primary schools to organize propaganda and remind them to re-deploy the previous regulations so that managers, teachers, staff, parents and local people know and properly implement the regulations.
